The effect, if it is carried, would be that
the Chair would submit without further
debate the motion to reconsider Amend-
ment No. 6.

If the motion to reconsider were adopted,
the Chair would submit without further
debate Amendment No. G. If the motion
were rejected, or if the motion to reconsider
were rejected or adopted, then action would
be taken on Amendment No. 6, and the
Chair would submit without further de-
bate the question on the adoption of Com-
mittee Recommendation R&P-1 and R&P-2
as amended excluding section 1.17.

For what purpose does Delegate Clagett
rise ?

DELEGATE CLAGETT: A point of par-
liamentary inquiry.

T.HE PRESIDENT: State the inquiry.

DELEGATE CLAGETT: If the vote is
against Delegate Bennett's amendment or
motion, then would we be able to vote
on Delegate Adkin's motion ?

THE PRESIDENT: You would.
Are you ready for the question ?
(Call for the question.)

THE PRESIDENT: A vote Aye is a vote
in favor of Delegate Bennett's motion. A
vote No is a vote against.

Cast your vote.

Has every delegate voted? Does any dele-
gate desire to change his vote?

(There was no response.)
The Clerk will record the vote.

There being 22 votes in the affirmative
and 95 in the negative, the motion fails.

The question now arises on the motion
of Delegate Adkins to order the previous
question on the motion to reconsider the
vote by which Amendment No. 6 was re-
jected.

A vote Aye is a vote to reconsider. This
is not the vote on the amendment itself. A
vote Aye is a vote to reconsider; a vote No
is a vote against.

For what purpose does Delegate Smith
rise ?

DELEGATE M. SMITH: Parliamentary
inquiry.

THE PRESIDENT: State the inquiry.

DELEGATE M. SMITH: Have we yet
voted —

THE PRESIDENT: I am sorry, I am
moving too fast for myself. You are quite
right. The question arises on the motion
to order the previous question. A vote
Aye orders the previous question; a vote
No does not.

All those in favor, signify by saying
Aye; contrary, No. The Ayes have it.
It is so ordered.

I am apparently too anxious to get on
with the business for my own good and
yours too.

The question now arises on the motion
to reconsider the vote by which Amend-
ment No. 6 was rejected. A vote Aye is a
vote in favor of reconsideration; a vote No
is a vote against.

Has every delegate voted? Does any dele-
gate desire to change his vote?

(There was no response.)

The Clerk will record the vote. There be-
ing 48 votes in the affirmative and 70 in the
negative, the motion fails.

T,he question now arises on the adoption
of Committee Recommendation R&P-1 and
R&P-2 as amended with the exception of
section 1.17 which has been made a special
order of business.

The Chair was asked at the rostrum
whether a vote on this motion or on this
question would in any way affect the status
of the vote on section 1.17 when it is con-
sidered separately as to whether seventy-
two votes would be required for its passage.

The Chair has answered Delegate Bothe
that approval of the Committee Recom-
mendation with the exception of section
1.17 does not in the opinion of the Chair
affect the status of the voting with re-
spect to section 1.17 that whatever action
is taken next Tuesday with respect to sec-
tion 1.17 may be taken by a majority of
those present and voting.

I state that so that there will be no
misunderstanding on next Tuesday when
the matter is under consideration.

For what purpose does Delegate Dukes
rise ?

DELEGATE DUKES: Mr. President, I
wish to move reconsideration of the vote
on Amendment No. 2 and that the recon-
sideration and the vote if it becomes appro-
priate be set immediately following the
special order of business set for 2 P.M.
on Tuesday.
