more willing to oblige. I move the previous
question.

the Chair suggests if you desire to, you
may move the previous question on all
previous questions which carries us back
to the question on the adoption of the
Committee Recommendation and it would
foreclose any other motions to reconsider.
I state that as fair warning to everybody
if you desire to make such a motion.

ticular amendment or as to all amendments
heretofore adopted?
THE PRESIDENT: All amendments
with respect to Committee Recommenda-
tions R&P-1 and 2.
DELEGATE ADKINS: I am not pre-
pared to commit that major surgery, but
I will move —
THE PRESIDENT: I should have said
with the exception of the recommendation
which is a special order of business.
DELEGATE ADKINS: I think I shall
not be that radical. I think I shall move
the question on the amendment now before
you.
THE PRESIDENT: Very well.

DELEGATE BENNETT: Mr. Chair-
man, I move the previous question on all
motions to reconsider in connection with —
THE PRESIDENT: I do not think you
can put the motion that way. You can move
the previous question on all amending
questions, but we already have a motion to
move the previous question. I think we will
save time by considering it.
DELEGATE BENNETT: Then I move
the previous question on all pending ques-
tions.
THE PRESIDENT: The motion to order
the previous question on all previous pend-
ing questions which, as I understand it, is
Delegate Bennett's motion for reconsidera-
tion of the vote by which Amendment No. 6
was rejected, the question of further action
on Amendment No. 6, and then the question
of the adoption of Committee Recommen-
dation R&P-1 and R&P-2 except for the
section that has been separated and 7nade
the special order of business.

DELEGATE MORGAN: Mr. President,
to make a parliamentary inquiry.
THE PRESIDENT: State the inquiry.
DELEGATE MORGAN: Did Delegate
Adkins not make a motion for moving the
previous question?
THE PRESIDENT: He did, but the mo-
tion made by Delegate Bennett was broader
and has precedence.
Is Delegate Bennett's motion seconded ?

THE PRESIDENT: The motion is sec-
onded. So that there will be no misunder-
standing, if the motion is carried, we will
proceed without further debate to a vote
on the motion to reconsider the vote by
which Amendment No. 6 was rejected. If
that motion were carried we would pro-
ceed without further debate to consider the
adoption of Amendment No. 6.
Following action on that, we would con-
sider without further debate the adoption
of Committee Recommendation R&P-1 and 2
as amended except for section 1.17 which
is a special order of business.

THE PRESIDENT: I cannot tell you
unless I know what the other matter is.
DELEGATE DUKES: The other matter
is the sixty-sixty vote we had on Amend-
ment No. 2.
THE PRESIDENT: If this motion car-
ries, that motion, I take it, would be out
of order. This motion takes precedence.
