lege, Mr. President.
THE PRESIDENT: State the privilege.

who is efficient and thorough, goofed, and
he is going to have to account for it when
he goes home tonight. He failed to intro-
duce his nieces and nephew, Libby, Rosie,
and Emerson Julian, Jr., who are in the
balcony also. I hope you will welcome them.

the meeting of the Committee on Public
Information, scheduled for this evening, is
cancelled. It is rescheduled for eleven
o'clock tomorrow morning.

There being a quorum present, the Con-
vention is in session.
We resume consideration of the report of
the Committee on Style, Drafting, and Ar-
rangement with respect to Committee Rec-
ommendations R&P-1 and R&P-2.
As announced just prior to the dinner
recess, we would still have under consid-
eration section 1.17. The three amendments
thus far passed up to the Chair would be
in order. The Chair has been advised that
there will be at least three motions to re-
consider the vote on Amendment No. 5.
In view of the closeness of the vote, it is
perfectly obvious that to consider the mat-
ter further at this time will result only in
a great loss of time and effort and slow
down the work of the Convention consid-
erably. There have been conversations go-
ing on over the dinner recess in an effort
to see whether or not it is possible to reach
substantial accord on a proposition that
would receive the approval of the great ma-
jority of delegates.
It is certainly not possible nor desirable
to try to do this in a matter of a few
minutes. We undoubtedly will have to sit
