note in passing that the attorney general
has now been restored to its rightful posi-
tion in authority here, and he comes forth
immediately stating that he will be willing
to make a study and so others in this dele-
gation have stated that they would like to
study it further.
I do not know what we have been doing
here all this time if we have not studied
this simple proposition and determined
once and for all that instead of the State
taking people's property or damaging it
and not paying for it, we are now going
to pay thorn what they should have been
receiving for the last one hundred years,
no matter what it cost.

The next section to which the Chair has
any amendments sponsored by the requisite
number of delegates is section 1.17. As to
this section, the Chair has five amend-
ments, some of which have fifteen spon-
sors, some of which have fewer. It seems
to the Chair that the orderly procedure
would be to put these amendments in the
following order: first, Delegate Hostetter's
Amendment A which would strike the en-
tire section. Then Delegate Marvin Smith's
Amendment P which would strike the
word "procedural", then Delegate Kiefer's
and others' amendment. I will not put that
