would strongly recommend to the Chair
that rather than refer this matter to the
Committee on Rules, Credenials and Con-
vention Budget, that it be referred to the
Committee of the Whole, since it requires
no technical discussion whatsoever, no re-
search, but will simply cause double argu-
ment. That is, in the committee, and then
