then we have the wrong representation.
That is why elections are provided for.
This thing does not deserve constitutional
status. I would hope that this reconsidera-
tion be approved.

DELEGATE PULLEN: Mr. President,
I think this belongs in the constitution, and
I base my arguments on an amendment that
I propose to introduce if I can get ninety
percent of the Convention to go along
with it.
We cannot decide, it seems to me, what
belongs in the constitution and what be-
longs in the legislature. Therefore I should
like to read this to you. On page 4, follow-
ing line 19 of section 13, Imprisonment
for Debt, add the following new section:
"Section . Effect of Delegation of
Power to the General Assembly.
All references in this Constitution to any
grant of power to the General Assembly
to act by law or by public general law,
wherever situate and found, including all
such references reasonably overlooked, shall
be, and are hereby declared to be, utterly
repugnant to this Constitution and are
hereby declared to be repealed and of no
further effect immediately upon the in-
troduction of legislation in any General
Assembly designed and intended to carry
out any said requirement of this Constitu-
tion (any transitional schedule of provisions
herein to the contrary notwithstanding)".
Let us make up our minds what is in the
Constitution, and what is in the General
Assembly. We have put all sorts of things
in here that some of you say do not belong.
In my opinion this belongs in the Consti-
tution as much as fifty or sixty percent of
the other things that we have in there.
