population of all congressional districts.
Each congressional district shall consist of
adjoining territory and be compact in form.
Due regard shall be given to natural bound-
aries and the boundaries of political sub-

THE PRESIDENT: The Convention will
please come to order.
On behalf of the Committee, the Chair
reports the Committee has under consid-
eration LB-3, that it still has it under con-
sideration, and desires leave to sit again.
The matter for special order is the con-
sideration of the motion to reconsider the
vote by which Committee Recommendation
GP-4, dealing with consumer protection,
was adopted on special reading.
Under the motion adopted yesterday,
debate is limited to a total of twenty min-

utes, ten minutes on each side. Each speech
is limited to two minutes.
The Chair proposes to recognize first
Delegate Johnson, and then to recognize
Delegate Boyer, Chairman of the Com-
mittee, and within the time allowable to
recognize speakers on either side of
the question.
Note that under Motion 7 the vote on the
Committee Recommendation in the event
the motion to reconsider is carried, will be
taken without further debate immediately
following the vote on reconsideration.
Therefore, on the motion to reconsider, the
full question is open. You may discuss the
motion to reconsider and also the primary
recommendation.

for two minutes.
DELEGATE JOHNSON: Mr. President
and fellow delegates. Just very briefly,
initially, why reconsider?
May I point out to you that under the
second reading the debate on this matter
was inadvertently cut off after only two
speakers. The attendance was low, twenty-
four delegates were either absent or not
voting, and, thirdly, on third reading we
may or may not have this item before
us individually.
I hope that you have GP-4 before you,
and will take a look at it.
This provision is either an enforceable
mandate or a hortatory statement which
cannot compare to the equal opportunity
item which was deleted from the educa-
tion section of general provisions.
I fear, however, that this is in fact a
mandate and a constitutional guarantee
which, while defying logical interpretation,
apparently seeks to insure a money-back
guarantee to everyone upon a suggestion of
an impropriety. However unfounded this
suggestion may be, I ask you to consider
how the legislature can pass a law that
will protect and educate all of the citizens
against alleged harmful and unfair business
practices.
I ask you to consider how the word "pro-
tection" is going to be defined in the con-
text of this section, and how far the word
"education" purports to be extended.
No one can argue that this is not leg-
islation. I realize that it is extremely tempt-
