DELEGATE POWERS: Mr. Chairman,
I move the Committee of the Whole rise
and report its approval of Committee Rec-
ommendation GP-9 as amended, its ap-
proval of Committee Recommendation GP-
10 as amended, and its rejection of Recom-
mendation GP-11.
THE CHAIRMAN: All those in favor
signify by saying Aye; contrary No. The
Ayes have it. It is so ordered.

tee of the Whole rose, and the Convention
reconvened.)

THE PRESIDENT: The Convention will
please come to order.
On behalf of the Convention Committee
of the Whole the Chair reports that the
Committee has considered and approves
Committee Recommendation GP-9 as
amended, and approves Committee Recom-
mendation GP-10 as amended, but fails to
approve Committee Recommendation GP-11.
Committee Recommendations GP-9 and 10
as amended are each referred to the Com-
mittee on Style, Drafting and Arrangement.
As you realize, we have concluded con-
sideration of the items on the general or-
ders of the day with the exceptions of
Items H, I and J, each of which will be on
the calendar for consideration tomorrow.
Item B, which was not concluded, will
be on the calendar for consideration on
Thursday.
The progress made today would indicate
that unless we run into undue difficulty to-
morrow it would not be necessary to have
a session tomorrow evening. The Chair
would particularly like not to have such a
session because the Committee on Style
plans a meeting for tomorrow evening.
There will not be a session of the Con-
vention on Thursday evening, as previously
announced. Again the Committee on Style
is planning a meeting Thursday evening,
also on Friday and perhaps on Saturday.

The Committee on Style has been meet-
ing practically constantly when the ses-
sions of the Convention are not on, and it
will be the hope of your officers that by
concluding everything before the Commit-
tee of the Whole this week, the sessions of
the Convention next week will be limited to
a consideration of reports of the Committee
on Style, which means second reading on
the various committee recommendations.
The Committee on Style has a great deal
of work to do, and it is obviously unfair to
them to have the Convention sit throughout
the day and then expect the Committee to
sit in the evening. With that in mind, and
assuming that we make the progress to-
morrow and Thursday that it now appears
we will, it would be the intention to have
sessions of the Convention next week be-
ginning Wednesday in the afternoon and
evening, not in the morning, leaving the
mornings available for meetings of the
Committee on Style for a few last minute
touch-ups by various other committees, and
for further consideration by the drafting
teams which are working on the schedule
of transitional provisions and legislation.
I would hope that by maintaining this
schedule we could conclude all second read-
ings by the end of next week.
