DELEGATE POWERS: Mr. President,
in connection with Committee Recommenda-
tions LB-3 and JB-2 which are next on the
agenda after we conclude the Committee
Recommendations on General Provisions, I
move that the debate on these committee
recommendations be limited to the extent
that the presentation by the sponsor of the
amendment be allowed ten minutes in-
cluding time yielded for answering ques-
tions and that all other speeches be limited
to three minutes. There is no debate sched-
ule on this because there is no minority
report and this is following the usual prac-
tice that we have adopted in the course of
consideration of all committee recommenda-
tions.

of the Whole at the last sitting reported
that further consideration of Committee

Recommendation GP-5 be reported at a fur-
ther date. There was no action by the Con-
vention on that. Would you move that the
item be deleted from the calendar?

I move that the item involving considera-
tion of Committee Recommendation GP-5
be deleted from the calendar now under
consideration by the Committee of the
Whole and be set for a later date.

THE CHAIRMAN: The Committee of
the Whole will please come to order.
The next item for consideration on the
agenda for the Committee of the Whole is
Committee Recommendation GP-9. The
Chair recognizes Delegate Boyer, Chairman
of the Committee.
DELEGATE BOYER: Mr. Chairman
and ladies and gentlemen of the Committee
of the Whole, GP-9 is the General Pro-
visions Recommendation on the retention
of the common law theory as derived from
the ancient English law. I frankly confess
that I feel rather devastated and disap-
pointed because I had an excellent speech
prepared to give to you trying to retain
what you have before you known as GP-9.
However, as a result of some problems
