2600 CONSTITUTIONAL CONVENTION OP MARYLAND [Dec. 19]

many sources on this area. It was the con-
sidered opinion of the General Provisions
Committee that the interval of twenty-five
years for calling the new convention would
be adequate, would give better representa-
tion to the people. We felt it was for these
reasons we should go along with the
twenty-five year interval. I urge rejection
of this amendment.

THE CHAIRMAN : Is there any further
discussion? Delegate Winslow.

DELEGATE WINSLOW: Mr. Chair-
man, it seems to me that the remarks of
Delegate Boyer we have just heard are
absolutely inconsistent with the recommen-
dations of his Committee. For the recom-
mendation of the Committee is that the
General Assembly may call the convention
at any time.

Therefore, they would not need to wait,
if you please, until things settled down
after this Convention has closed up and the
new convention has been called.

Thomas Jefferson has often been quoted
on this Convention floor, so I take the
liberty of citing him once more. It was the
opinion of that great American statesman
that the people should have a chance once
every generation to vote on their funda-
mental law. I have tried through the Mary-
land Planning Commission to find out how
long a generation lasts in the State of
Maryland. The nearest figure I can come
to is nineteen years. Since nineteen years
does not fit the election schedule any more
than twenty-five years fits the election
schedule, it seems to me the choice Delegate
Needle made of a twenty-year period, par-
ticularly because it conforms to that which
we have been accustomed to for a hundred
years, is an excellent idea. I plead with you
to vote for the amendment.

THE CHAIRMAN : Is there any further

The question arises on the adoption of
Amendment No. 4 to Committee Recom-
mendation GP-8.

A vote Aye is a vote in favor of Amend-
ment No. 4. A vote No is a vote against.
Cast your votes.

Has every delegate voted? Does any dele-
gate desire to change his vote?

There being 70 votes in the affirmative
and 55 in the negative, the motion carries.
The amendment is adopted.

Next will be amendment F, F for fox.
This will be Amendment No. 5.

The Clerk will read the amendment.

READING CLERK: Amendment No. 5
to Committee Recommendation GP-8 by
Delegates Needle, Hardwicke and Sollins:

On page 1 in line 13 after the period
add the following new sentence: "In any
event, there shall be a constitutional con-
vention fifty years from the effective date
of this constitution, unless the governor,
General Assembly or the voters of the state
call a constitutional convention at any time
prior to then."

THE CHAIRMAN : The amendment hav-
ing been submitted by Delegate Needle,
seconded by Delegates Hardwicke and Sol-
lins, the Chair recognizes Delegate Needle.

DELEGATE NEEDLE: Mr. Chairman,
I did not want for this convention to think
that you or I would be in any way dis-
criminatory. I saw Delegate Fornos. jump
up as soon as you said that amendment was
named for fox. It is named for all those
with the first initial of F and everybody
else in this Convention. Does Delegate
Fornos want to comment?

THE CHAIRMAN: Delegate Fornos.

DELEGATE FORNOS: Mr. Chairman,
members of the Committee of the Whole, I
think it is very appropriate when the
Chairman of this great Committee of the
Whole recognizes this amendment as
Amendment Fox that we recognize in the
gallery today two young men whose father
is a man who has given a lot to this con-
vention and certainly one of the greatest
men we have had in this convention. I
would like to recognize Hamilton P. Fox,
III, student at Yale Law School and also
Jefferson K. Fox, student at Washington
and Lee, and hope this Committee of the
Whole would give them a cordial welcome.

(Applause.)

DELEGATE NEEDLE: Mr. Chairman,
I am glad to see we have reversed the
trend of my voting record. I trust it will
continue now. I trust that you did not re-
