THE PRESIDENT: I would like to in-
form the Convention that the remaining
absences, the unexcused absences were very
few. Throughout the entire two pay periods
mentioned, the aggregate unexcused ab-
sences are no more than six.
Are there any announcements by com-
mittee chairmen? Delegate Morgan?
DELEGATE MORGAN: Mr. Chairman,
last Thursday, the Committee on the Ex-
ecutive Branch adopted a procedure for our
decisions. We decided to use the commis-
sion draft as the basis for our considera-
tion of the various issues with which our
Committee must deal.
On Friday we adopted the first four sec-
tions of the executive order of the commis-
sion draft.
This afternoon we will meet immediately
after this session to continue our delibera-
tions on these various sections of the com-
mission draft, beginning with section 4.05.
I will guarantee that we will proceed no
longer than quarter of 4 or 4:00 P.M., so
that those who are going on the boat trip
can get down to the boat.
THE PRESIDENT: Delegate Mudd?
DELEGATE MUDD: Mr. President, the
Committee on the Judicial Branch has
changed its calendar slightly to the extent
that tomorrow morning at 10:00 P.M., we
will hear from Judge Gede, to consider a
matter now before the Committee regarding
court structure. Also at 4;00 P.M. tomorrow
afternoon, we will hear from Senator John
J. Bishop of Baltimore County. At 3:00
P.M., there will be hearings before the Com-
mittee on the Judicial Branch on Delegate
Proposals 255 and 268, proposed by Dele-
gate Finch, and Delegate Finch is sched-
uled to be before our committee at that time
in behalf of these proposals. Thank you.
THE PRESIDENT: Delegate Sherbow?
DELEGATE SHERBOW: Mr. Presi-
dent, the Committee on State Finance and
Taxation will meet tomorrow morning
jointly with the Committee on the Legis-
lative Branch at 10:00 P.M. in the large
hearing room on the ground floor of the
Shaw House. Tomorrow at 3:00 P.M., or
after the session is over, we will meet on
Delegate Finch's proposals 266, 270 and
325. On Thursday morning we will con-
tinue hearings at 10:00 A.M. on a series of
proposals, 102, 187 and 116.
THE PRESIDENT: Delegate Kiefer?
DELEGATE KIEFER: Mr. President,
the Committee on Personal Rights and the |
Preamble will hold another open public
hearing this evening at 8:00 P.M. in the
basement of the Shaw Building on freedom
of religion. Tomorrow there will be no
hearings. We will start wrestling with
some of the problems we have been hear-
ing about. Thursday we begin hearings on
rights of labor.
I might say, sir, that lightning has struck
twice on this committee. The committee ex-
tends birthday greetings to Delegate Els-
beth Bothe and to the Committee's Secre-
ary, Anna Klemmson. I do not know how
old they are. (Applause.)
THE PRESIDENT: Delegate Scanlan?
DELEGATE SCANLAN: Mr. President,
the Committee on Rules will meet tomorrow
at 12:00 noon in the Shaw House basement
to finish its discussion of proposed amend-
ments to the rule on reconsideration, and
certain other technical changes in the rules,
including a proposal that amendments to
committee recommendations be printed,
with certain exceptions.
THE PRESIDENT: Delegate Gallagher?
DELEGATE GALLAGHER: Mr. Presi-
dent, the Committee on the Legislative
Branch will meet immediately after this
session to hear testimony from Delegate
Grant, who will not keep the committee
long because of the boat ride; and as Dele-
gate Sherbow has said, tomorrow morning
at 10:00 A.M. we meet jointly.
THE PRESIDENT: Delegate Koss?
DELEGATE KOSS: Mr. President, the
Committee on Suffrage and Elections will
meet tomorrow morning at 9:30 A.M., and
after the session, and will follow the same
schedule Thursday, to push forward on
our consideration of a referendum, and for
those committee members who were not
able to be present this morning, I would
like to say that as the need arises, we will
be taking votes on substantive matters.
