2584 CONSTITUTIONAL CONVENTION OF MARYLAND [Dec. 19]

DELEGATE BOYER: That is right, Mr.
Chairman, thank you.

On GP-7, the Recommendation as you
have it on your blue sheet covers Delegate
Proposals 11, 290 and 321. We would ap-
preciate it very much if you would delete
or scrub out 290. That was put in in error.
This Proposal GP-7 has no connection with
290.

THE CHAIRMAN: Delegate Byrnes,
are you still the chief sponsor for amend-
ment A?

DELEGATE BYRNES: No, Mr. Chair-
man. Dr. Winslow is.

THE CHAIRMAN: Delegate Winslow,
do you desire to offer amendment A?

DELEGATE WINSLOW: Yes, I do, sir.

THE CHAIRMAN: Will the pages
please distribute amendment A — "A" for
Able?

The Clerk will read the amendment. This
will be Amendment No. 1.

READING CLERK: Amendment No. 1
to Committee Recommendation GP-7 by
Delegates Borom, Boyce, Bryson, Byrnes,
Clark, Fox, Freedlander, Gallagher, Grant,
Hanson, Hopkins, Jett, Needle, F. C. Robey,
K. L. Robie, Schloeder, Ulrich, Wagandt
and Winslow:

On page 1 in line G strike out the word
"either"; and in line 8 strike out the word
"or" and insert in lieu thereof a comma;
and in line 11 strike out the period and
strike out the remainder of this line and all
of lines 12 through 15, inclusive, and in-
sert in lieu thereof the following: ", or by
a petition filed with the office of the gov-
ernor signed by a number of qualified
voters of the State equal to ten percent of
the total number of votes cast for governor
in the most recent gubernatorial election,
provided that not more than one-fourth of
such number shall be voters in any one
county. Any such petition shall be in such
form, and shall be signed and circulated in
such manner as shall be prescribed by law.
When proposed by the General Assembly
or by the petition of the voters, the pro-
posed amendment shall be submitted to the
voters of the State at a special or general
election determined by the General As-
sembly and when proposed by a constitu-
tional convention shall be submitted to
these voters at a special or general elec-
tion determined by the convention."

THE CHAIRMAN: Delegate Winslow,
the Chair would like to inquire if there is
a typographical error by the omission of

the word "as" in line 30 after "election"
and before "determined"?

DELEGATE WINSLOW: Yes, I think
there is, sir.

THE CHAIRMAN: Do you wish to make
the correction?

DELEGATE WINSLOW: Yes, if you
please — insert "as" between "election" and
"determined".

THE CHAIRMAN: Is there any objec-
tion to modifying the amendment by in-
serting after the word "election" in line
30 the word "as"?

(T/f ere was no response.)

THE CHAIRMAN: The Chair hears
none.

The amendment having been submitted
by Delegate Winslow and others and duly
seconded, the Chair recognizes Delegate
Winslow.

DELEGATE WINSLOW: Mr. Chair-
man, may I first ask unanimous consent to
make two additional word changes, one in
line 14, to strike the word "qualified" and
insert the word "registered". This will
bring it in conformity with the provisions
elsewhere in the constitution when inserted
in petitions.

THE CHAIRMAN: Was the word "qual-
ified" not used in the committee recom-
mendation of the Committee on Suffrage
and Elections?

DELEGATE WINSLOW: My copy
shows that it was changed to "registered".
Perhaps I am wrong.

THE CHAIRMAN: Let me check it,
please.

What is your other suggestion?

DELEGATE WINSLOW: In line 18, a
clarifying change: instead of the word
"such", put in the two words "the total"
so that it reads "one-fourth of the total
number shall be".

THE CHAIRMAN: Is there any objec-
tion to modifying the amendment by strik-
ing the word "such" in line 18 and insert-
ing in lieu thereof the words "the total"?

(There was no response.)

THE CHAIRMAN: The Chair hears
none. The modification will be made.

DELEGATE WINSLOW: Thank you.

THE CHAIRMAN: If you will proceed,
I will check the other and come back to it.
