of the university or those who had nothing
to do with it, did attest to the fact that
it has been a tremendous boon to the work
of the university and certainly I share
the sympathies and the sentiments ex-
pressed by Delegate Hopkins in that re-
spect.

At this time in keeping with the spirit
of the season, I would now call for Amend-
ment KK which I assume stands for Kris
Kringle.

THE CHAIRMAN: Absolutely correct.

to Committee Recommendation GP-6 by
Delegates Boyer, Wheatley, Blair, Cald-
well, E. J. Clarke, Jett, Key, Kirkland,
Lord, Pullen, Ritter, K. L. Robie, Singer,
Sosnowski and Vecera:

On page 3 strike out all of lines 8
through 10, inclusive, comprising all of
section 9.

THE CHAIRMAN : The amendment hav-
ing been duly made and seconded, the Chair
recognizes Delegate Wheatley.

DELEGATE WHEATLEY: Mr. Chair-
man, ladies and gentlemen of the Conven-
tion, I shall be brief.

In order to put together a document
which we believe will be structurally sound
as well as in good form, we believe we
should have one section so specific in na-
ture, after having much more general sec-
tions, and for that reason the majority and
minority have joined in their interpreta-
tion that the language originally adopted
relating to educational institutions and
services should include libraries, and there-
fore at this time it would be somewhat in
keeping with that original language to
move that the specific inclusion of libraries
as distinct from services of education na-
ture should not be separately stated. I
therefore move the adoption related to the
striking of section 9.

THE CHAIRMAN: Is there any discus-
sion?

The question arises on the adoption of
Amendment No. 10 to Committee Recom-
mendation GP-6.

A vote Aye is a vote in favor of Amend-
ment No. 10. A vote No is a vote against.

Has every delegate voted? Does any dele-
gate desire to change his vote?

(There was no response.)
The Clerk will record the vote.

There being 115 votes in the affirmative
and 3 in the negative, the motion carries.
The amendment is adopted.

The question now rises on approval of
Committee Recommendation GP-6 as amend-
ed. Are you ready for the question?

Committee Recommendation GP-6 as amend-
ed.

none in the negative, the motion carries.
Committee Recommendation GP-6 is adopt-
ed as amended.

On behalf of the entire Committee of the
Whole the Chair desires to express to
Vice-Chairman Wheatley and Delegate
Lord the very sincere thinks and apprecia-
tion of the Convention for a very able
presentation on behalf of the Committee
and very able presentation of a Minority
Report. We thank you both.

(Applause.)

The Chair recognizes Delegate Boyer,
Chairman of the Committee on General
Provisions.

DELEGATE BOYER: Mr. Chairman, to
your expression of thanks I would like to
add my personal thanks to Delegate Wheat-
ley and Delegate Lord, and also to the Com-
mittee of the Whole for their assistance in
helping steer us through this thorny and
sticky thicket of education.

I hope that you all feel as we do that we
pass this stage with perhaps a sense of
relief but certainly of accomplishment, and
in recognition of the adroit and articulate
manner in which the matter was presented
