6, 1967, I made the following changes in
their committee assignments.

Delegate Joseph L. Johnson is trans-
ferred from the Committee on Style, Draft-
ing and Arrangement to the Committee on
Calendar and Agenda.

Delegate J. Hardin Marion is trans-
ferred from the Committee on Calendar and
Agenda to the Committee on Style, Draft-
ing and Arrangement.

Delegates Johnson and Marion will both
remain members of the Committee on the
Judicial Branch.

THE PRESIDENT: Reports of commit-
tees.

Before receiving reports, the Chair rec-
ognizes Chairman Powers, Chairman of
the Committee on Calendar and Agenda.

DELEGATE POWERS: Mr. President,
I move the adoption of today's calendar.

(The motion was duly seconded.)

THE PRESIDENT: All those in favor,
signify by saying Aye; contrary, No. The
Ayes have it. It is so ordered.

Report of S&D-6 of the Committee on
Style, Drafting and Arrangement.

READING CLERK: Committee on Style,
Drafting and Arrangement Report S&D-6.
The report covers matters in Committee
of the Whole Report No. 6.

A Report concerning Committee Recom-
mendation No. GP-3.

The Committee on Style, Drafting and
Arrangement recommends that the Com-
mittee Recommendation No. GP-3 read as
indicated in the attached recommendation.

THE PRESIDENT: The report is re-
ferred to the Committee on Calendar and
Agenda.

Are there any other reports?

Memorandum from Delegate Gallagher,
Chairman of the Committee on the Legis-
lative Branch.

The Clerk will read the Memorandum.

READING CLERK: A reply memoran-
dum to all delegates from Francis X. Gal-
lagher, Chairman of the Committee on
Legislative Branch.

Subject: Arguments for single-member
legislative districts (in reply to the recent

memorandum supporting three-man, multi-
member districts).

THE PRESIDENT: Are there any other
reports, Mr. Clerk?

READING CLERK: There are no other
reports.

THE PRESIDENT: Item 7. Motions and
resolutions. Item 7 is a motion by Delegate
Johnson for a motion to reconsider. That
will not be taken up at this time, but it
will be taken up at an hour to be stated.
Later in the session the Chairman of the
Committee on Calendar and Agenda will
move that this item be made a special order
of business at a stated hour tomorrow.
This is a reconsideration of a vote taken
on second reading. Because of that fact, it
will not be subject to further reconsidera-
tion except upon compliance with the pro-
visions of the rule. It is therefore desirable
that every delegate be present at the time
the vote to reconsider is considered. It is
for that reason that it will be made a spe-
cial order of business.

Are there any other motions or resolu-
tions?

(There was no response.)
The Chair recognizes Delegate Powers.

DELEGATE POWERS: Mr. President,
I move that the Convention resolve itself
into a Committee of the Whole for the
purpose of considering general orders of
the day.

THE PRESIDENT: Is there a second?

All those in favor, signify by saying
Aye; contrary, no. The Ayes have it. It is
so ordered.

(Whereupon, at 2:20 P.M., the Conven-
tion resolved itself into the Committee of
the Whole.)

(The mace wa's removed by the Sergeant-
at-Arms.)
