DELEGATE KIEFER: Mr. President,
the Committee on Personal Rights and the
Preamble will meet for just a few minutes.
immediately after this meeting. On Mon-
day we will have a hearing on various pro-
posals submitted by Delegate Finch, I think
there are thirty-four of them, starting
promptly at 2:00 P.M. At 7:30 P.M. this
evening we have coming Mr. Bernard Fen-
sterwald, Chief Counsel of the Subcommit-
tee on Administration Practice and Pro-
cedure in the United States Senate, to talk
on eavesdropping. He will bring with him a
number of devices that may be of interest
to people. Delegates may want to hear him
and see these devices.
On Tuesday the committee begins its
hearings on religious freedom. This will
start in the morning and will continue with
time out for those who want to go on the
boat ride but with a scheduled public hear-
ing Tuesday night about 7:30 P.M. I am
certain that the boat will be back by that
time.
THE PRESIDENT: Are there any
further announcements? Delegate Mudd?
DELEGATE MUDD: Mr. President, the
Committee on the Judicial Branch will re-
convene at 3:00 P.M. this afternoon at
which time we have the honor and privi-
lege of hearing from Rignal Baldwin,
President, Maryland State Bar Association.
We resume our hearings on Monday be-
ginning at 1:00 P.M. with Judge Shure of
Montgomery County, and at 2:00 P.M. Mr.
Paul Schlitz, Director of the Legal Aid
Bureau. Except for hearings on delegate
proposals, we will conclude our public hear-
ings with the meeting of citizens and gen-
eral public on Monday at 7:30 P.M. in the
Shaw House.
Again may I invite delegates who may
have some views on the matter before our
committee to be with us at 7:30 P.M. Mon-
day evening as well as any of their con-
stituents who may be interested in matters
before the Judicial Committee. Thank you.
THE PRESIDENT: Are there any

men? Delegate Morgan.
DELEGATE MORGAN: Mr. President,
this morning the Committee on the Execu-
tive Branch made certain tentative deci-
sions to provide for a lieutenant governor.
On Monday immediately after the session,
we will either continue our discussion—and
that's the discussion of the problem of |
when the governor-elect should take office—
or we will hear from State Senator Steffey,
who has requested the right to appear be-
fore our committee.
On Tuesday morning at 10:00 A.M. we
will have a joint meeting with the Com-
mittee on the Legislative Branch to try to
resolve certain matters of joint concern to
both committees.
THE PRESIDENT: Is there any further

DELEGATE PENNIMAN: Mr. Presi-
dent, I would like to announce that the
Committee on Style meets on Monday at
2:00 P.M., but I would also like to ask them
to come this afternoon immediately after
this session for a five or ten minute meet-
ing of the committee.
THE PRESIDENT: Delegate Gallagher.
DELEGATE GALLAGHER: Mr. Presi-
dent, and ladies and gentlemen: The Com-
mittee on the Legislative Branch will meet
briefly, immediately after the session today
to hear from one additional legislative rep-
resentative. We will meet Monday at 2:00
P.M. to hear testimony regarding percent-
age of turnover in the legislature caused
by death, resignation, and otherwise, and
again Monday evening at 7:45 P.M.
I am pleased to announce, Mr. President,
that the administrative assistant of the
Committee on the Legislative Branch, upon
whom fatherhood was first conferred about
ten days ago now finds he has a profession
as well as paternity. Mr. Richard O. Berndt
has passed the bar and we have one more
member of the legal profession in our
midst. (Applause.)
THE PRESIDENT: Are there any

DELEGATE BOYER: Mr. President,
I am very pleased to announce your Com-
mittee on General Provisions has completed
its scheduled witnesses today. Beginning
Monday we will hear from the individual
delegates who have proposals that have
been referred to our committee and invita-
tions have been extended to each of you.
So we will be looking forward to seeing
you as a proponent of your proposals on
Monday, Tuesday, and Wednesday.
