No. 357, by Delegates Caldwell, Blair, Key
and Ritter. Title,
A PROPOSAL that the General Assem-
bly shall establish disqualifications for vot-
ing by reason of mental incompetence or
conviction of serious crime; that it may pro-
vide for the removal of such disqualifica-
tions; and that the voting privilege of any
citizen disqualified from voting after con-
viction of serious crime shall he established
or reestablished five years after the ex-
piration of any sentence imposed as a re-
sult of said conviction whether the term is
served in an institution or suspended.

A PROPOSAL that the budget bill shall
become law when passed by both houses of
the General Assembly and shall not be sub-
ject to veto by the governor; that if the
budget bill shall not have been finally acted
upon by the General Assembly ten days
before the expiration of its regular ses-
sion, the governor shall issue a proclama-
tion extending the session until the passage
of the budget bill and ten days thereafter;
and that after such proclamation no other
legislation except provision for the cost of
the extended session can be finally passed
by the General Assembly until the budget
bill has been enacted.

State Finance and Taxation.

mission on salaries for constitutional offi-
cers to be composed of ten members ap-
pointed by the governor, with the advice
and consent of the Senate, for five-year
terms, the terms of two members expiring
each year; that the commission shall recom-
mend by January 30, 1969, and thereafter
by January 30 of the third year following
each general election, a schedule of salaries
for officers created by the Constitution; and
