DELEGATE E. C. MURRAY: I hope
we do exactly as Delegate Miller has just
outlined even if we have to adopt some
other amendment thereafter to satisfy ev-
eryone. I do not see any other clearcut way
to do this. Let us defeat this, and go back
to the Committee recommendation.

If there is no further discussion, the ques-
tion now arises on the adoption of Amend-
ment No. 10 as amended to Committee Rec-
ommendation R&P-2.
Ring the quorum bell. A vote Aye is a
vote in favor of Amendment No. 10. A
vote No is a vote against.

There being 25 votes in the affirmative,
and 85 in the negative, the motion is lost.

DELEGATE JAMES: I would like to
speak on a point of personal privilege.

DELEGATE JAMES: I would like to
ask the Chair and the members of the
delegation to take cognizance of the fact
that in the gallery we have Mr. Victor
Walton and his class of thirty-seven junior
and senior students from the Aberdeen
High School. They are in the balcony at
the rear of the Chairman.

The Chair is very glad to welcome you
people here today.
Are there any further amendments to
section 7? The Chair recognizes Delegate
Dulany.
DELEGATE DULANY: I would like to
announce the photographer is here today
for those who want their pictures taken.
If there are any who have not submitted
their names and want their pictures taken,
submit it to the Public Information Office.
Also, if there are any committees who
want their pictures taken, contact the pho-
tographer through the Public Information
Office.

DELEGATE GALLAGHER: I would
like to say to the members of the Legisla-
tive Branch Committee that when we recess
before we go to lunch that we will meet
here. Arrangements have been made to
take a picture of the Committee on the
Legislative Branch.
Adding another thing, after consulting
with Mr. Willoner, I voted against the
Scanlan amendment, I voted with the
Clagett amendment, and with the Kiefer
amendment. I trust I will be welcomed
back into the kingdom.

DELEGATE WAGANDT: A point of
parliamentary inquiry. In reference .to sec-
tion 7 as it now reads, is law to be in-
terpreted as a public general law?

DELEGATE KIEFER: I do not know.
The last time I got into that it was like a
bird caught in a badminton game. It was
interesting, but my tail feathers got
ruffled. I do not know how to answer that.
DELEGATE WAGANDT: I would offer
an amendment to have this read "public
general law".

DELEGATE CLAGETT: Mr. Chairman,
I do not think there is any question, but as
previously written, section 7 would be sub-
ject to section 7.06 as previously recom-
mended by the Committee on Local Govern-
ment. Adopted by this Committee of the
Whole it would mean by general law.

DELEGATE WAGANDT: If this is on
the record and Mr. Penniman understands
this to be the case, it is fine with me.

The Chair recognizes Delegate Needle.
DELEGATE NEEDLE: Mr. Chairman,
I suggest that this matter has been re-
solved by this Committee by voting in favor
of the Amendment No. 10. We indicated
that we want this section to be applied by
the General Assembly by public general
law. Even though Amendment No. 10 was
defeated, I suggest that this Committee has
expressed it for the benefit of the Com-
mittee on Style and Drafting.
