THE CHAIRMAN: The Committee of the
Whole has under consideration Committee
Recommendation R&P-2. We had moved
down to section 6 and were about to con-
sider it when we recessed last evening.

Section 6 is virtually identical with Com-
mittee Recommendation GP-9. The Chair
would prefer to see the matter discussed at
that time so that we can conclude considera-
tion of Committee Recommendation R&P-2
promptly.

For this reason the Chair requested Dele-
gate Kiefer to introduce an amendment
deleting section 6. This will not remove the
matter from consideration of the Committee
of the Whole.

You will have the matter before you in
substantially identical form later today.

Delegate Kiefer.

DELEGATE KIEFER: Mr. Chairman, has
the amendment been prepared ?

THE CHAIRMAN: The amendment is on
the way over.

DELEGATE KIEFER: The amendment is
simply to delete section 6 from R&P-2. As
you know, there are technical matters to
be covered here. This is a matter that is
being worked on and I would therefore
recommend to you that the amendment
be accepted with the understanding, of
course, that it will be considered fully
under GP-9.

THE CHAIRMAN: Is there any objection
to considering the amendment? Although
not printed, it is on its way over from the
printshop right now.

Delegate Moser.

DELEGATE MOSER: No objection, Mr.
Chairman, of course. But I wonder if my
amendment AC might be appended as an
amendment to GP-9, whatever it is.

THE CHAIRMAN: We will have it re-
printed in that form.

DELEGATE MOSER: All right.

THE CHAIRMAN: Is there any objec-
tion to reprinting the amendment at this
time with the understanding that it will be
on your desk in a very few moments?

The Chair hears none.

Tlhis will be Amendment No. 8. The
amendment is moved by Delegate Kiefer. Is
there a second?

(The amendment was duly seconded.)

THE CHAIRMAN: The amendment has
been seconded. Is there any discussion?

(There was no response.)

(Call for the question.)

The question arises on the adoption of
Amendment No. 8 to Committee Recom-
mendation R&P-2 which is on page 2 to
strike out all of section 6 Adoption of Com-
mon Law comprising lines 28 to 50.

This will not preclude discussion of this
subject because the same matter is included
in Committee Recommendation GP-9 which
is on the calendar for later consideration
today.

The sole purpose of the amendment,
therefore, is to avoid double consideration
of the same matter.

The question arises on the adoption of
Amendment No. 8 to Committee Recommen-
dation R&P-2.

A vote Aye is a vote in favor of Amend-
ment No. 8. A vote No is a vote against.

Has every delegate voted ? Does any dele-
gate desire to change his vote?

The Clerk will record the vote.

There being 86 votes in the affirmative
and one in the negative, the motion carries.
The amendment is adopted and section 6
is deleted.

The next section before you is section 7.

Delegate Kiefer, you have an amendment
to section 7? Delegate Scanlan has an
amendment which would strike the entire
section.

The Chair would be disposed to present
Delegate Scanlan's amendment first unless
you have any objection to that.

DELEGATE KIEFER: No, sir.

THE CHAIRMAN: Delegate Scanlan, you
