(Whereupon, the motion was duly sec-
onded.)

THE CHAIRMAN: All those in favor,
signify by saying Aye; contrary, No. The
Ayes have it. It is so ordered.

(Whereupon, at 10:45 P.M., the Commit-
tee of the Whole rose, and the Convention
reconvened.)

(The mace was replaced by the Sergeant-
at-Arms.)

PLENARY SESSION
DECEMBER 13, 1967—10:45 P.M.
PRESIDENT H. VERNON ENEY,

PRESIDING

THE PRESIDENT: The Convention will
please come to order.

On behalf of the Committee of the Whole
the Chair reports that the Committee has
had under consideration Committee Recom-
mendation R&P-2, that it still has it under
consideration, and desires leave to sit again.

For what purpose does Delegate Schloe-
der rise?

DELEGATE SCHLOEDER: Mr. Chair-
man, I rise on an announcement, if it is in
order at this time.

THE PRESIDENT: You may make the
announcement.

DELEGATE SCHLOEDER: Delegate
Scanlan has asked me to announce that im-
mediately upon adjournment there will be
a meeting in the basement of Shaw House,
the Rules Committee office, southwest cor-
ner, for all those who would like to further
investigate the laws of mathematical prob-
ability.

THE CHAIRMAN: Are there any an-
nouncements by committee chairmen?

Delegate Penniman.

DELEGATE PENNIMAN: Mr. Chair-
man, the Committee on Style and Drafting
will meet tomorrow morning at 8:30 A.M.

THE PRESIDENT: Are there any other
announcements by committee chairmen?

(There was no response.)

Are there any announcements by other
persons?

(There was no response.)

THE PRESIDENT: The Chair recog-
nizes Delegate Powers.

Just a second.

All persons not present at roll call may
indicate their presence now on supplemen-
tal roll call.

The Clerk will record the supplemental
roll call.

The Chair recognizes Delegate Powers.

DELEGATE POWERS: Mr. President,
I move we adjourn until 10:00 A.M. tomor-
row morning.

THE PRESIDENT: Please note that the
motion is to adjourn until 10:00 A.M. to-
morrow morning, but please also keep in
mind that it will be necessary, and we will
have an evening session tomorrow.

All those in favor, signify by saying
Aye; contrary, No. The Ayes have it. It is
so ordered.

(Whereupon, at 10:47 P.M., the Conven-
tion was adjourned to reconvene at 10:00
A.M. on Thursday, December 14, 1967.)

THE PRESIDENT: The Sergeant-at-
Arms will clear the aisles and close the
doors.

The Convention will please come to order.

The invocation this morning will be offer-
ed by the Reverend Don B. Lowe of Bosley
Methodist Church, in Baltimore County.

This gives me particular pleasure, be-
cause Reverend Lowe is my minister.

REVEREND LOWE: Let us pray.

Oh Lord God, we invoke your blessing
upon the proceedings of this day, upon all
those who labor for the benefits of a more
just and viable tool in our state govern-
ment, upon the dialogue and the free con-
versation that takes place here so that the
goals of this Constitutional Convention
might be more readily and speedily realized.

Grant us the gift of your Spirit as our
spirits touch one another so that our com-
mon efforts might produce new insights
