THE CHAIRMAN: Delegate Chabot.
DELEGATE CHABOT: The purpose of
this is simply to permit such a committee,
if an emergency arises, to go back into the
Convention for permission and then go back
to the Committee of the Whole without
having the Committee of the Whole forced
to rise.
THE CHAIRMAN: Any comment? Does
the Chairman of the Committee wish to
make a comment?
DELEGATE SCANLAN: Again, my re-
action is that it is generally favorable, but
it seems to me one of those technical par-
liamentary proposals which warrant a little
further study. 1, therefore, move that Dele-
gate Chabot's proposal be remitted to the
Parliamentary Committee on the Establish-
ment of Rules of the Convention and
have the committee report to the Conven-
tion in September.
A DELEGATE: I second the motion.
THE CHAIRMAN: All in favor? Op-
posed. The Ayes have it.
DELEGATE BENNETT: Mr. Chairman,
I move the previous question on the adop-
tion of Mr. Scanlan's motion for the ap-
proval of the rules as amended.
THE CHAIRMAN: All in favor of the
previous amendment say Aye. Opposed, No.
The Ayes have it.
The question now arises upon the adop-
tion of the report of the Temporary Rules
Committee as presented by Delegate Scan-
lan, the Chairman. All in favor say Aye.
Opposed, No. The Ayes seem to have it.
The Ayes have it. Of course, that also in-
cludes the amendments made here in open
session.
DELEGATE SCANLAN: Mr. Chairman,
may I say, by way of a comparative time
table, I thank you all for what you have
done in two hours. We reached the point
where it took the 1867 Convention twelve
days to reach.
(Applause.)
THE CHAIRMAN: Before we become
too happy, we may have our difficulties.
The Chair recognizes Delegate Eney.
DELEGATE ENEY: Delegate Eney,
Baltimore County. Mr. Chairman, notwith-
standing the suggestion of the Temporary
Chairman and Alternate Temporary Chair-
man that we should become accustomed to
the rigors of the legislative process, I sug-
gest that a recess at this time would be in
order and benefit all of us. 1, therefore,
move that the Convention recess for 20
minutes or until the Temporary Chairman
sounds the gong.
THE CHAIRMAN: I will not even ask
for a vote on it. I think the Chair will de-
clare a recess.
(A short recess was taken.)
THE CHAIRMAN: We are almost ready
to start. In order to utilize the time while
we are waiting, I think it would be appro-
priate to call the Convention to order and
ask the Secretary to call the roll.
(At this point there was a roll call.)
THE SECRETARY: A quorum is present.
THE CHAIRMAN: A quorum being
present, the Convention is now in session.
The Chair will recognize Delegate Abram-
son, Chairman of the Program Committee.
DELEGATE ABRAMSON: Mr. Chair-
man, it has been suggested that the pro-
cedure for nominations outlined in the
program note would involve the necessity
of calling the roll of delegates for the pur-
pose of nominations. This would be time-
consuming and would serve no useful pur-
pose. 1, therefore, move that the first two
sentences of the program note be deleted
and the following substituted in lieu there-
of: "Upon call of the Chairman" —
THE CHAIRMAN: Delegate Abramson,
perhaps it would be clearer if you use the
mike at the rostrum.
DELEGATE ABRAMSON: "Upon call
of the Chairman, all delegates desiring to
make nominations shall stand. The Chair-
man shall note the names of the delegates
desiring to make nominations and call upon
them for that purpose in alphabetical order.
Seconding for nominations would be recog-
nized following the nominator." Mr. Chair-
man, I move the amendment be adopted.
THE CHAIRMAN: Now, as the Chair
understands this, it will simply mean that
the people who will be nominators will be
recognized in alphabetical order and in
order to keep from having to call the roll
and having a person who is high in the
alphabet yield to some person lower in the
alphabet, and having it become rather com-
plicated, the motion is to adopt the change
in the procedure proposed by the delegates.
All in favor say Aye. Opposed, No. The
Ayes have it. It is passed.
