212 CONSTITUTIONAL CONVENTION OF MARYLAND [Oct. 5]
A RESOLUTION concerning a budgetary
report on the finances of the Constitutional
Convention.
THE PRESIDENT: Resolution No. 13
is referred to the Committee on Rules, Cre-
dentials and Budget.
Are there any other motions or reso-
lutions?
(There was no response.)
THE PRESIDENT: If not, we will move
on to announcements. I have only two.
There has been circulated and should be
on your desk a copy of the Rhode Island
Constitution, adopted just a short time ago.
This is sent to you for information. The
copies of the New York Constitution have
not yet been received. We hope to have
them shortly, and they will be circulated
to you.
The motion picture film, "The Mighty
Oak," is here. It is available for seeing by
delegates at any time. We will schedule
several showings, at times and in the place
to be announced. Such of you as want to,
can go see the film at those times. The
room holds comfortably about thirty people,
so the entire Convention cannot see it at
the same time.
If any of you wants to see the film at any
other time, day or night, or if you want to
arrange to have the film shown to any
groups of any kind in your own neighbor-
hoods at any time, please contact Mrs.
Fleury in the Public Information office and
she will make the necessary arrangements.
We do not yet have as many copies as
we hope to have, but there will be a suffi-
cient number for simultaneous showings.
The film runs 28 minutes, and when it is
shown here, the projectionist will be pro-
vided ; if you arrange to have it shown
elsewhere, the group that is having the film
shown will have to arrange for a pro-
jectionist.

DELEGATE GALLAGHER: Mr. Presi-
dent, ladies and gentlemen, the Committee
on the Legislative Branch will meet briefly
this afternoon at 3:00 P.M.
THE PRESIDENT: Are there any other
announcements; Delegate Morgan?
DELEGATE MORGAN: Mr. President,
the Committee on the Executive Branch
will meet immediately following the session
this afternoon to hear testimony by Dele-
gate Boyles, on Delegate Proposal No. 165.
Tomorrow morning we will meet at 10:00
A.M. to hear the testimony of Mrs. Osbourne
of the League of Women Voters.
THE PRESIDENT: Delegate Mudd?
DELEGATE MUDD: Mr. President, the
Committee on the Judicial Branch meets
again this afternoon at 3:00 P.M., immedi-
ately following this session. Tomorrow
morning at 10:00 A.M., we resume hearings,
with a representative of the League of
Women Voters at 10:00 A.M.; the Sheriffs'
Association at 10:30 A.M.; Judge Albert
Menchine of the Circuit Court of Baltimore
County at 11:00 A.M.; Mr. Charles Della,
the President of the Maryland and District
of Columbia AFL-CIO at 12:00 noon.
At 3:00 P.M. tomorrow afternoon we will
consider the matter of Orphans' Courts,
and we will hear from judges of Baltimore
City, Baltimore County, and Prince
George's County, among others. Thank you.
THE PRESIDENT: Are there any other
announcements? Delegate Kiefer?
DELEGATE KIEFER: Mr. President,
the Committee on Personal Rights and the
Preamble will meet immediately after this
meeting.
THE PRESIDENT: Delegate Clagett?
DELEGATE CLAGETT: Mr. President,
the Committee on Local Government will
reconvene after the adjournment of the
Convention, fifteen minutes thereafter, and
continue the study of delegates' proposals.
Tomorrow the Committee will convene at
9:00 A.M., and at 9:15 A.M. we will hear
Senators Emanuel, Finney and Lee; and
then later in the morning witnesses from
the Maryland State Planning Department,
Senator Wineland, and Mrs. Callison of the
League of Women Voters.
On Monday we will begin our hearing of
delegate proposals, specifically Proposal Nos.
50 and III, 10, 189, 231, 232 and 242. The
delegates making those proposals will be
contacted if they have not already been
contacted.
We will have an evening session begin-
ning at 7:00 P.M. on Monday, and at that
time we will hear from Mr. Doyle of HUD,
and Jean Ross of the Montgomery County
Committee for Public Schools.
On Wednesday, October 11, there will be
a joint meeting of the Local Government
