PLENARY SESSION
DECEMBER 8, 1967—6:20 P.M.

PRESIDENT H. VERNON ENEY,
PRESIDING

THE PRESIDENT: The Convention will
please come to order.
On behalf of the Committee of the Whole,
the Chair reports that it has had under
consideration Committee Recommendation
S&E-2, that it has approved the Recom-
mendation with amendments.

The Committee Recommendation is re-
ferred to the Committee of the Whole.

The Committee of the Whole also has
had under consideration the Committee
Recommendation RP-1 and still has it un-
der consideration and resires to sit again.

My attention has been called to the fact
that I said the Committee Recommendation
S&E-2 was referred to the Committee of
the Whole. It is, of course, referred to the
Committee of Style Drafting and Arrange-
ment.

Are there any announcements by any
committee chairmen?

Delegate Gallagher.

DELEGATE GALLAGHER: There will
be a meeting, for remedial purposes, of the
Committee on Legislative Branch at the
Maryland Inn immediately following this
meeting.

THE PRESIDENT: Delegate Penniman.

DELEGATE PENNIMAN: There will
be a meeting of the Committee on Style,
not foi- remedial purposes, at eight o'clock
this evening.

THE PRESIDENT: Are there any other
announcements by Committee Chairmen?
Any other announcements?

All Delegates not present in the roll call
my indicate their presence now in supple-
mental roll call.

The Clerk will record the supplemental
roll call.

Before recognizing Delegate Powers to
move adjournment, I desire to call to your
attention that tomorrow morning the
agenda will include a consideration of Com-
mittee Recommendation EB-3, provided
rules are suspended to permit consideration

of that Recommendation. This is being put
in now because if it is approved by the
Committee of the Whole, then the entire
Executive Branch Article can be consid-
ered by the Committee on Style Drafting
and Arrangement at one time.

The Chair recognizes Delegate Powers.

DELEGATE POWERS: Mr. President,
I move we adjourn until ten o'clock tomor-
row morning.

THE PRESIDENT: Second?

All in favor signify by saying Aye; con-
trary, No. The Ayes have it. It is so ordered.

THE PRESIDENT: The Sergeant-at-
Arms will clear the aisles and close the
doors.

The Convention will please come to order.
The invocation this morning will be offered
by the Reverend Edward Sims, the Rector
of St. Francis Episcopal Church of Mont-
gomery County.

Reverend Sims is Delegate Gerald Mor-
gan's minister.

REVEREND SIMS: Almighty and all-
gracious God, by the gift of Your Grace
and by the courage and wisdom of our
fathers, we stand in the heritage of a free
America, and the tradition of this State of
Maryland.

We come seeking the guidance of Your
Hand and the inspiration of Your Spirit
for the task that is laid upon us.

We seek to preserve the liberties of this
people in a swift and complex era.

We seek to design a government efficient
in its operation, and responsive to the will
of the people.

We seek to fashion a Constitution for
Maryland bold enough to meet today's
needs and flexible enough to stand tomor-
row's test.

We need Your Help to balance the claims
of the powerful, to hear the voice of the
