2054 CONSTITUTIONAL CONVENTION OF MARYLAND [Dec. 8]

THE CHAIRMAN: Has every delegate
voted? Does any delegate desire to change
his vote? The Clerk will record the vote.

There being 40 votes in the affirmative
and 72 in the negative, the motion is lost,
the amendment is rejected.

The Chair understands that Delegate
Gallagher does not desire to offer his
amendment AU, Delegate Mudd, AQ, Dele-
gate Fox, AW, Delegate Cardin, W, Dele-
gate Hardwicke, AG, Delegate Weide-
meyer, AIM. He is advised of no other
amendments. The Chair hears none. The
question arises on the approval of Com-
mittee Recommendation S&E-2 as amended.
Are you ready for the question? The Clerk
will ring the quorum bell. The question
arises on the approval of Committee Rec-
ommendation S&E-2 as amended. A vote
Aye is a vote in favor of the recommenda-
tion as amended. A vote No is a vote
against. Cast your votes.

THE CHAIRMAN: Has every delegate

There being 110 votes in the affirmative
and 9 in the negative, Committee Recom-
mendation S&E-2, as amended, is approved.

On behalf of the entire Committee of the
Whole, the Chair would like very much to
extend its very sincere thanks and that of
the Committee of the Whole to Delegate
Koss as chairman of the Committee and
Delegate Schloeder as vice chairman and
to the sta IT advisors. (Applause.)

The ('hair cannot help commenting that
Delegate Koss has- very ably demonstrated
once again that women are indeed equal
to men. (Applause.)

The next item on the agenda is consider-
ation of Committee Recommendation R&P-
1. The Chair recognizes Delegate Kiefer to
present the committee recommendation.

sumed the cil air.)

DELEGATE J. CLARK (presiding):
Delegate Kiefer, you have the floor, sir.

DELEGATE KIEFER: Mr. Chairman,
ladies and gentlemen of the Committee: We
have been waiting for two or three days or
more for this opportunity. I am beginning;

to feel like the bride that got left at the
church and frankly, I have gotten to the
point now where I am not so sure I want
to get married. In any event, each of my
predecessors here has remarked and spoken
of the honor he has felt in presenting the
reports of the committees he represents. I
too feel this is an honor but when I see
what has happened to some of my prede-
cessors, I am not so sure I want this kind
of honor.

Nevertheless I will present this report.
But before I present the Committee Recom-
mendations, I want to do something that
has not been done by other committees. I
would like you to know that this is a team
effort. I would like you to see and meet the
members of this Committee. I know you
know them, but I am g-oing to call their
names and ask that they stand as I call
their names so you can see who are the
people who have done this work. Deleg-ate
Beachley, Delegate Bennett, Delegate
Bothe, Delegate Burgess, Delegate Child,
Delegate Dahrowski, Delegate Groh, Dele-
gate Hardwicke, Delegate Hostetter,
Delegate Kosakowski, Delegate Mitchell,
Delegate Murray, Delegate Price. Delegate
Price is ill and went home. I am not sure
whether he has a touch of grippe or
whether he is suffering from "suffritis" but
he has had it for the day. Deleg-ate Taylor,
Delegate Weidemeyer, and Delegate Wil-
loner.

Will all of you stand up so you can see
what the group looks like, just for a mo-
ment, please. (Applause.)

I want to say to you, ladies and gentle-
men, when we get to the question period
and discussions and arguments, I will call
on this Committee very freely. I do not
claim lo be an expert, nor do the members
of this Committee. We long since decided
that an expert by definition is any s. o. b.
more than thirty miles from home. I admit
to the former but as to the latter I am
only twenty-six miles from home. The
rest of the Committee does not fit the first
category.

We are in a brand new subject. We are
not in the subject of putting together piece
by piece a framework of government. We
are in that part of the constitution-making
which has to do with a very important
aspect, namely, liberty and personal free-
doms. That is the work of this Committee.

We will present this report in three easy
parts, none of which will be very learned.
The first is a general background of what
a bill of rights is all about and how we
