original section 7 as recommended by the

you reconsidered the vote by which 21 was
adopted. If you want the original committee
language, you would vote against Amend-
ment No. 21.

Is there any other delegate who desires
to speak in favor of Amendment No. 21-A
to eliminate the word "general"? If not,
Delegate Barrick, will you please state very
succinctly in not more than one-third the
sentences the point you made with respect
to this so that Delegate Schloeder can know
whether or not to reply?
DELEGATE BARRICK: Mr. Chairman,
if you strike out the word "general," in
my opinion the General Assembly may deal
with the time of election on a county by
county basis in an affirmative manner.

DELEGATE SCHLOEDER: Yes, I did.
I do not think it is my place to comment on
an amendment by Hanson, Raley, Clark,
Macdonald, Scanlan and Gallagher.

DELEGATE MACDONALD: To speak to
the amendment, Mr. Chairman.

THE CHAIRMAN: Proceed.
DELEGATE MACDONALD: Mr. Chair-
man, I rise to oppose this amendment. I was
not going to get up to say anything but
since we rang the quorum bell two or three
delegates have walked by here and said
what does this do? This little amendment
would strike out one word and is in direct
opposition to the local government article,
which you adopted not so long ago. By the
local government article we will get rid of
local legislation. This little amendment
would allow the General Assembly to deal
in this subject matter by local legislation. I
urge that you oppose it.
THE CHAIRMAN: Are you ready for the
question ? The question arises on the adop-
tion of Amendment No. 21-A.
For what purpose does Delegate White
rise ?
DELEGATE WHITE: To vote again? e.
THE CHAIRMAN: The question arises
on the adoption of Amendment No. 21-A. To
avoid confusion, the Chair will not at this
time explain the effect of a vote for or
against Amendment No. 21. I will explain
the effect of a vote for or against Amend-
ment No. 21 when we consider that amend-
ment.
The question now arises on Amendment
21 A, although distributed and printed 21-B
it is in fact 21-A. The other amendment
distributed to you printed as Amendment
21-A is in fact 21-B. I am sorry that that
mistake occurred in printing, but the printer
did not know the order in which they would
be offered.
The question now arises on the two-line
amendment which is Amendment 21-A to
Amendment 21. A vote Aye will be a vote
in favor of the amendment. A vote No will
be a vote against the amendment which has
to do merely with the word "general". For
what purpose does Delegate Boyles rise?
Very well. A vote Aye is a vote in favor of
the amendment to delete the word "general"
from line 11 of Amendment No. 21. A vote
No is a vote against. Cast your votes.
