THE PRESIDENT: The Convention will
please come to order.
On behalf of the Committee of the Whole,
the Chair reports the Committee has under
consideration Committee Recommendation
S&E-2, that it still has the matter under
consideration and desires leave to sit again.
Are there any announcements necessary
to be made by the Committee Chairman
before we recess?
DELEGATE MUDD: Mr. Chairman,
may I announce that the subcommittee of
the Judicial Branch will meet fifteen min-
utes after the adjournment for lunch.
THE PRESIDENT: Are there any other
announcements ?
Delegate Dulany.
DELEGATE DULANY: I would like to
extend a welcome to thirty-five members of
the Metropolitan Senior Citizens Center of
Baltimore sitting in the rear balcony.
THE PRESIDENT: We are delighted
to have you.
Are there any other announcements by
Committee Chairmen or any announcement
by other delegates?
(There was no response.)
All delegates not present on the roll call
this morning will indicate their presence
on the supplemental roll call.

DELEGATE POWERS: I move we re-

THE PRESIDENT: Has every delegate
answered roll call? The Clerk will record
the roll call.
The Chair recognizes Delegate Sickles.
DELEGATE SICKLES: Mr. Chairman,
point of personal privilege.
THE PRESIDENT: State the privilege.
DELEGATE SICKLES: On behalf of
the Convention, I would like to extend a
cordial welcome to fourteen Girl Scouts
from Senior Girl Scout Troop 67, Prince
George's County and their leader, Mrs.
Kitty Koch and one of the parents, Judge
Kathleen Shoap of the Orphans Court of
Prince George's County. (Applause.)
THE PRESIDENT: Reports of com-
mittees. Committee Recommendation EB-2.
The Clerk will read the recommendation.
READING CLERK: Committee Recom-
mendation EB-2, by Committee on the Ex-
ecutive Branch, Gerald Morgan, Chairman.
A RECOMMENDATION that the Consti-
tution include sections providing for an
elected attorney general as follows:
THE PRESIDENT: Committee Recom-
mendation EB-2 is referred to the Com-
mittee of the Whole. Supplementary Mi-
nority Report GP-6(A). The Clerk will
read the report.
READING CLERK: Supplementary Mi-
nority Report GP-6(A) by Delegates Boyer,
Lord, Jett, Key, Singer, Clark.
A SUPPLEMENTARY MINORITY RE-
PORT which details the objections of the
minority to Committee Recommendation
GP-G and explains section 8.03 and 8.04 as
already submitted by the minority.
DELEGATE BOYCE: Personal privi-
lege, Mr. President.
THE PRESIDENT: State the privilege.
DELEGATE BOYCE: Is that minority
report being distributed to the delegates?
It would be worthwhile to have a chance
to read that over the weekend.
THE PRESIDENT. The minority report
is being printed and will be distributed this
afternoon.
