I yield to them. However, the intent solely
is to make it clear that in order to vote in
a county election or an election in Balti-
more City you must live there. This is
something which I understand the Com-
mittee intended and something that should
be made crystal-clear.
I urge your vote in favor of the clarify-
ing amendment.

DELEGATE SYBERT: Will the spon-
sor yield for a clarifying question?
THE CHAIRMAN: State the question.
DELEGATE SYBERT: Is there any
reason why the words "house of delegates
district" should be left in? In other words,
can we substitute for the words "house of
delegates district" in view of the fact that
the voter will not be voting in his county?
THE CHAIRMAN: Delegate Carson.
DELEGATE CARSON: I think they
need to be left in there for this reason. If
you are voting in an election for your dele-
gate to the House of Delegates, then you
have to live within the delegate district
involved.
On the other hand, if you are voting in
a county election, you have to live in the
county involved. The district lines for the
delegate district may not be the same as
your county lines, since delegate districts
I am sure in many cases will cross county
lines.
THE CHAIRMAN: Delegate Miller, do
you have a question?
DELEGATE B. MILLER: Yes.
THE CHAIRMAN: State the question.
DELEGATE B. MILLER: I would like
to ask the sponsor of the amendment if
he would make absolutely clear that he
would have no objection to our changing1
this in the Style Committee so that we
would accomplish the purpose for which
he has offered this amendment, that is to
require that a voter reside in the county
in which he is going to vote in a county
election?
THE CHAIRMAN: Delegate Carson.
DELEGATE CARSON: None whatso-
ever, Mrs. Miller.

DELEGATE MARION: I, too, would
like to make clear. As I read your amend-
ment, if it be adopted, and a person were
to have resided for three months next
preceding an election in a house of dele-
gates district which overlapped more than
one county but did not reside in one of
the counties for that three months, he then
would be precluded from voting for any
person in the state of Maryland, or any
federal office as well.
THE CHAIRMAN: Delegate Carson.
DELEGATE CARSON: It is intended
if a person has lived more than three
months in a house of delegates district he
will be eligible to vote in that district.
On the other hand, if he has lived in a
county for more than three months, he will
ba eligible to vote in that county.
THE CHAIRMAN: Delegate Marion.
DELEGATE MARION: Is it correct to
say, then, that the only purpose for which
you want the word "county" inserted is to
make clear that there is a residency re-
quirement in a county to vote for county
elections?
THE CHAIRMAN: Delegate Carson.
DELEGATE CARSON: Yes, sir.
THE CHAIRMAN: So that there will
not be any question about it, will the
Chairman of the Committee on Style please
note that in the event the amendment is
adopted it is clearly intended to indicate
that in any election in which a voter is
voting for candidates running district-
wide, delegate district-wide, residency re-
quirement pertains to district, and in any
election in which the voter is voting for
candidates running countywide, county
residency is required.

DELEGATE KOSS: Mr. Chairman, I
would point out that certainly I think it is
necessary I make a distinction here. Sec-
tion 1 establishes who are eligible voters,
not the candidates for whom they vote.
Now, within a county not only in the
house of delegates district, you might also
have councilmanic districts, and it has
been the procedure that the county govern-
ment decide who are eligible to vote in
which councilmanic district, and one would
assume that that would be people who
were resident in that councilmanic district.
