correct. If Baltimore City wants to stagger
their officials, I think that is up to Balti-
more City to offer such amendment.

that this provision apply only to the coun-
ties and that it should not permit the stag-
gering of terms of the state legislature?

understand that the words we have adopted
so far would permit that.

DELEGATE GALLAGHER: Mr. Chair-
man, ladies and gentlemen of the Commit-
tee: May I suggest to the Chair and to the
sponsors of this amendment that this could
well be a matter for consideration by the
floating committee which is considering
elections.
At this moment might you consider us
having it over the lunch hour?
THE CHAIRMAN: Delegate Macdonald,
it has been suggested to the Chair that it
will not be possible to complete the revision
of Amendment No. 15 prior to the recess
for lunch. Delegate Gallagher has just
pointed out the subject matter of your
amendment may well be worked into theirs.
Would you be willing to have your amend-
ment laid over also for consideration after
considering a modified Amendment No. 15
following the lunch hour?
DELEGATE MACDONALD: I would be
honored to join that illustrious group.

DELEGATE CARDIN: Mr. Chairman,
I believe an amendment is being prepared.
If you will permit, I would state what the
purpose of the amendment is.
THE CHAIRMAN: Very well.
DELEGATE CARDIN: The purpose of
the amendment is to strike out on line 32,
section 8, "or in the case of Primary Elec-
tions," then continuing on line 33 "be-
come the nominee for."
The reason this amendment was offered
was that the Chair suggested yesterday
that nowhere in this entire article does
the word "primary" appear, and that it is
anticipated the word "elections" used
throughout this would be general elections.
Section 6 does provide for the General
Assembly to regulate and provide for the
nomination of candidates. We thought we
would leave it that way in deleting this
phrase.
THE CHAIRMAN: Is there any objec-
tion to consideration of the proposed
amendment to section 8 to strike from lines
32 and 33 the language "in the case of
Primary Elections" with the understanding
the amendment will be printed and on
your desk immediately after the noon
hour?
