thinking about a military man being on a
ship.

THE CHAIRMAN : You are speaking of
a citizen of Maryland, a resident of Mary-
land, who is in the military service?

DELEGATE DELLA: A resident of
Maryland whose residence is on the In-
trepid.

THE CHAIRMAN: Delegate Ross.

DELEGATE KOSS: The absentee vot-
ing rights, Delegate Della, of any resident
of the state of Maryland are protected
under section 6, which establishes a pro-
cedure for absentee voting. It gives to the
General Assembly the mandate for estab-
lishing the procedure for any registered
voter in the state of Maryland.

THE CHAIRMAN: Would your answer
not be that section 4 is not intended to
have any application whatsoever to absen-
tee voting by citizens of Maryland?

DELEGATE KOSS: Yes, sir.

THE CHAIRMAN: Would you say it
again. I do not think it was on the record.

DELEGATE KOSS: Yes, sir.

THE CHAIRMAN: Does that answer
your question, Delegate Della?

DELEGATE DELLA: Yes, sir.

THE CHAIRMAN: Are there any fur-
ther questions of the Committee Chair-
man?

Delegate Moser.

DELEGATE MOSER: Mr. Chairman, I
have a question for purposes of clarifica-
tion with respect to section 3, but I will
hold that until we are finished with sec-
tion 4, if this will be appropriate.

THE CHAIRMAN: Are there any fur-
ther questions of the Committee Chairman
with respect to section 4?

The Chair hears none.

Delegate Moser, you may state your
question with respect to section 3.

DELEGATE MOSER: Chairman Koss,
I call your attention to the second sentence
of section 3, lines 18 to 23, and ask wheth-
er this is intended to permit the General
Assembly to act on a case by case basis or

whether it is supposed to require them to
act by general law?

DELEGATE KOSS: By general law.
THE CHAIRMAN: Delegate Moser.
DELEGATE MOSER: Thank you.
THE CHAIRMAN: Very well.

Are the any further questions with re-
spect to section 4?

(There was no response.)

If not, we will consider Amendment No.
11, proposed by Delegate Storm. Is there a
second?

(The motion was duly -seconded.)

THE CHAIRMAN: The Clerk will read
Amendment No. 11.

READING CLERK: Amendment No. 11
to Committee Recommendation S&E-2 by
Delegate Storm:

On page 2, section 4, Voters in United
States Enclaves line 30, strike out the
word "exercises" and insert in lieu thereof
the word "has".

THE CHAIRMAN: The Chair recog-
nizes Delegate Storm to speak to the
amendment.

DELEGATE STORM: Mr. Chairman, I
would ask unanimous consent to change
this a little bit. I was trying to get by
with just as little change to the committee
proposal as possible, because we are both
aiming at the same thing but I would like
to have added to the word "has" the words
"been," b-e-e-n, "ceded," c-e-d-e-d.

THE CHAIRMAN: Is there any objec-
tion to modifying the amendment by add-
ing at the end in line 4 after the word
"has" and before the period, the words
"been ceded"?

The Chair hears no objection. The modifi-
cation will be made.

Delegate Storm.

DELEGATE STORM: Mr. Chairman
and fellow delegates, this is really not nit-
picking. I believe that it is important that
we use the words "has been ceded" rather
than "exercises." The reason is this. I
would like to refer you to just what we
are talking about as provided in the fed-
eral Constitution.

federal jurisdiction or on land which the
