Maryland whose residence is on the In-
trepid.

DELEGATE KOSS: The absentee vot-
ing rights, Delegate Della, of any resident
of the state of Maryland are protected
under section 6, which establishes a pro-
cedure for absentee voting. It gives to the
General Assembly the mandate for estab-
lishing the procedure for any registered
voter in the state of Maryland.
THE CHAIRMAN: Would your answer
not be that section 4 is not intended to
have any application whatsoever to absen-
tee voting by citizens of Maryland?
DELEGATE KOSS: Yes, sir.

On page 2, section 4, Voters in United
States Enclaves line 30, strike out the
word "exercises" and insert in lieu thereof
the word "has".
THE CHAIRMAN: The Chair recog-
nizes Delegate Storm to speak to the
amendment.
DELEGATE STORM: Mr. Chairman, I
would ask unanimous consent to change
this a little bit. I was trying to get by
with just as little change to the committee
proposal as possible, because we are both
aiming at the same thing but I would like
to have added to the word "has" the words
"been," b-e-e-n, "ceded," c-e-d-e-d.
THE CHAIRMAN: Is there any objec-
tion to modifying the amendment by add-
ing at the end in line 4 after the word
"has" and before the period, the words
"been ceded"?
The Chair hears no objection. The modifi-
cation will be made.

and fellow delegates, this is really not nit-
picking. I believe that it is important that
we use the words "has been ceded" rather
than "exercises." The reason is this. I
would like to refer you to just what we
are talking about as provided in the fed-
eral Constitution.
