R&P-1 is submitted for approval by the
Committee of the Whole, you may have
the floor and you are allowed three minutes
on any one speech. You can talk about sec-
tion 1 or any other section. Delegate Ben-
nett.
DELEGATE BENNETT: That is the
point I am getting at. You are allowed only
three minutes then?
THE PRESIDENT: Each speaker is al-
lowed three minutes per speech.
Are there any further questions? Is
there any discussion? Delegate Willoner.
DELEGATE WILLONER: Mr. Chair-
man, in handling these sections, are we
going to vote on each section or as in the
past take each section up seriatim and
then vote on the whole proposal as
amended?
THE PRESIDENT: Each section is con-
sidered seriatim for purposes of amend-
ment. After that, the entire recommenda-
tion, as it may or may not be amended, is
submitted for approval. If any delegate
wants to vote separately on a particular
section, I assume he would, if he opposes
it, offer an amendment to delete it in which
event you would be debating that one sec-
tion.
The assumption behind this thinking on
the debate schedule is that if there is no
amendment to delete a section, this would
seem to indicate that the Committee of the
Whole is in favor of the section.
Is there any further discussion? The
question arises on the adoption of the mo-
tion to adopt Debate Schedules 10 and 11.
All those in favor, signify by saying
Aye; contrary, No. The Ayes have it. It is
so ordered.

I move the Convention resolve itself into

TPIE CHAIRMAN: The Committee of
the Whole will please come to order.
The Committee of the Whole will resume
consideration of Committee Recommenda-
tion S&E-2. We were on section 2.
Delegate Chabot, the Chair assumes you
do not want to offer your amendment U
nor your amendment V?
DELEGATE CHABOT: That is correct.
THE CHAIRMAN: The Chair has no
other amendments to section 2. Are there
any other amendments to section 2? The
Chair hears none. We will revert to con-
sideration of section 1. The Chair recog-
nizes Delegate Case for the purpose of
moving for reconsideration of some matter
in connection with section 1.
DELEGATE CASE: Mr. Chairman, I
move that the Committee of the Whole re-
consider the vote which was taken last
night on the amendment proposed by Dele-
gate James and which was calendared as
Amendment No. 5.

the vote on this particular amendment
came late last night and since there was
that factor which caused fatigue in most
of us, certainly the speaker, and some
mechanical difficulty with the equipment,
