the answer any more than the delegate,
Mr. Scanlan, understands my question.
However, I would suggest if I interpret his
answer now as he stated it, that the memo
supporting the rule adaptation, from time
to time would be persuasive on any of these
rules should they come in question.

If he is saying yes, I would vote for the
rules. If he says no, I will be opposed to it.

THE PRESIDENT: I think he has an-
swered you three times.

DELEGATE WHEATLEY: I am sorry,
but I think perhaps the glib Irish tongue
has not been understood by this delegate.

THE PRESIDENT: Delegate Scanlan.

DELEGATE SCANLAN: Maybe it is
the microphone they gave me. If I were
President of the Convention I would pay
great attention to the explanation fur-
nished by the Committee on Rules. I as-
sume the President would do the same. In
the case where there were ambiguities,
however, and the explanation was not per-
suasive and did not fit the point, the rule
itself and the Chair's interpretation would
be binding.

THE PRESIDENT: Delegate Scanlan,
may the Chair ask you this question which
may or may not satisfy Delegate Wheatley?

Does this resolution in any way change
the status of the commentary of the Com-
mittee with respect to the rules from those
that it has at the present time before the
adoption of the resolution?

DELEGATE SCANLAN: Of course not.
THE PRESIDENT: Delegate Wheatley.

DELEGATE WHEATLEY: Mr. Chair-
man, with your usual clarity in getting an
answer from Delegate Scanlan, I will ac-
cept that explanation.

DELEGATE SCANLAN: He knows how
to ask the right question.

THE PRESIDENT: Are you ready for
the question?

(Call for the question.)

The question arises on the adoption of
Resolution No. 25.

A vote Aye is a vote in favor of the reso-
lution. A vote No is a vote against.

Cast your votes.

Has every delegate voted? Does any dele-
gate desire to change his vote?

(There was no response.)

The Clerk will record the vote.

There being 121 votes in the affirmative
and 1 in the negative, the motion carries.
The resolution is adopted.

The Chair recognizes Delegate Scanlan.

DELEGATE SCANLAN: Members of
the Convention, just about this time twen-
ty-six years ago the imperial forces of
Japan dealt a terrible blow to this nation,
and I suggest that this Convention rise for
a moment of silent tribute to those Ameri-
can soldiers who gave their lives in the
great struggle of World War II at Pearl
Harbor.

THE PRESIDENT: Is there a second?
(The motion was duly seconded.)

THE PRESIDENT: All those in favor
signify by saying Aye; contrary, No. The
Ayes have it. It is so ordered.

(Whereupon, the Convention arose and
observed a moment of silence.)

THE PRESIDENT: All delegates pres-
ent now and not present at roll call may
indicate their presence on supplemental roll
call.

The Clerk will record the supplemental
roll call.

The Chair recognizes Delegate Powers.

Delegate Morgan.

DELEGATE MORGAN: Mr. President,
I just wanted to remind the Committee on
the Executive Branch that we are going
to have a meeting within five minutes from
the time we take a recess of this session
of the Convention.

THE PRESIDENT: Delegate Moser.

DELEGATE MOSER: I also wanted to
remind the Local Government Committee
of the luncheon meeting today.

THE PRESIDENT: Are there any other
announcements by committee chairmen?

(There was no response.)
Delegate Powers.

DELEGATE POWERS: Mr. President,
I move we recess until 2:30 P.M.

(The motion was dn.it/ seconded.)

THE PRESIDENT: All in favor sig-
nify by saying Aye; contrary, No. The
Ayes have it. It is so ordered.

(Whereupon, at 1 :07 P.M., the Convention
was recessed to reconvene at 2:30 P.M. on
the same day.)
