mendation S&E-2 in the form submitted.
A vote Aye is a vote in favor of Amend-
ment No. 8. A vote No is a vote against.
Cast your votes.
Has every delegate voted? Does any dele-
gate desire to change his vote?
(There was no response.)
The Clerk will record the vote.
There being 80 votes in the affirmative
and 44 in the negative, the motion carries.
The amendment is adopted.
There are apparently a number of other
amendments to this section. I think it is
appropriate that we rise.
The Chair recognizes Delegate Powers.
DELEGATE POWERS: Mr. Chairman,
I move that the Committee of the Whole
rise and report that it has not yet con-
cluded its consideration of Committee Rec-
ommendation S&E-2.
(The motion was duly seconded.)
THE CHAIRMAN: All those in favor
signify by saying Aye; contrary, No. The
Ayes have it. It is so ordered.
(Whereupon, at 12:55 P.M., the Commit-
tee of the Whole rose, and the Convention
reconvened.)
(The mace was replaced by the Sergeant-
at-Arms.)

moving the suspension of rules and for the
purpose of adoption of Resolution No. 25.
DELEGATE SCANLAN: I move at this
time that the Convention suspend the rules
so as to permit consideration of Resolution
No. 25 which has just been read across the
desk of the Clerk and which has been dis-
tributed to all the delegates.
THE PRESIDENT: Is there a second?
(The motion was duly seconded.)
THE PRESIDENT: Since this is a mo-
tion for suspension of rules, it requires that
the full resolution be read and that there
be a record vote.
Will the Clerk read the resolution?
