and we should have time for proper regis-
tration.

We also have basic in almost every state
of the union, certain terms which will
disqualify people from voting such as
insanity or being an idiot, but I do not
believe we should qualify a person that
says he has to have property in order to
be eligible to vote.

I believe that clearly not to support the
minority report would be an obstacle to
progress.

THE CHAIRMAN: Does any other dele-
gate desire to speak in opposition to the
amendment?

Delegate Storm.

DELEGATE STORM: I have an amend-
ment to the amendment and I submit my
amendment is a compromise where I be-
lieve all of us can reach the common
ground.

THE CHAIRMAN: Will you send the
amendment forward?

DELEGATE STORM: This is labeled
Al.

THE CHAIRMAN: The pages will
please distribute amendment Al.

DELEGATE BOILEAU: Mr. Chairman,
may I direct a question to Delegate Cardin?

THE CHAIRMAN: Delegate Cardin
does not have the floor now. I cannot per-
mit it. I told Delegate Gill she could not
address a question. She will have an op-
portunity to have the floor and you will be
able to ask the question then.

Delegate Storm, did you yield the floor
long enough so that Delegate Ross could
take the floor?

Delegate Koss, will you take the floor
long enough to yield to a question by Dele-
gate Gill?

DELEGATE KOSS: Certainly.
THE CHAIRMAN: Delegate Gill.

DELEGATE GILL: Delegate Koss, in
order to decide if we are for or against the
amendment, I think it would be good if we
knew what municipalities are affected by
this inclusion or exclusion.

I know about four or five of them. What
are the other municipalities that operate
by giving voting rights to non-residents?

THE CHAIRMAN: Delegate Koss.

DELEGATE KOSS: Delegate Gill, one
of the problems involved in giving you a
list of the communities is that the only way
that such a list can be compiled is by
going through the individual charters, but
let me read you the list as of 196G.

This might not be completely accurate.

"Crisfield, in Somerset County. Deer
Park, in Garrett County. East New Mar-
ket, in Dorchester County. Highland Beach,
in Anne Arundel County. Hurlock, in Dor-
chester County. Mountain Lake Park, in
Garrett County. North East, in Cecil Coun-
ty. Ocean City, in Worcester County. Perry-
ville, in Cecil County. Pittsville, in Wi-
comico County. Princess Anne, in Somerset
County. Salisbury, in Wicomico County.
Upper Marlboro, in Prince George's Coun-
ty, and Washington Grove, in Montgomery
County."

THE CHAIRMAN: Delegate Storm, the
Chair does not think that the amendment
you sent up is proper, because it is not
germane to the amendment before the
Committee of the Whole.

Your amendment could be submitted
after action on Amendment No. 6 regard-
less of whether that amendment was
adopted or rejected.

DELEGATE STORM: Very well.

THE CHAIRMAN: Delegate Hutchin-
son, did you desire the floor?

Delegate Cardin, would you take the
floor in order to yield to a question?

DELEGATE CARDIN: I shall.

qualifications of voters of Ocean City, and
perhaps this will explain to some of you
who are still in doubt.

"175. Qualifications of voters. The
qualifications of voters in town elections
of Ocean City shall be as follows: a
