DELEGATE BEALL: Mr. President, it
is my very sad duty to inform my col-
leagues that the recently elected Ralph R.
Webster died this morning, and in respect,
I ask that the delegates stand for a mo-
ment in a silent prayer for the repose of
his soul.
THE .PRESIDENT: All present stand.
(Whereupon the President and delegates
present observed a moment of silent prayer
for the recently deceased Delegate Webster.)
THE PRESIDENT: Are there any dele-
gates now present who were not present at
roll call who desire to report their presence?
(There was no response.)
THE PRESIDENT: If not, the Chair
recognizes Delegate Powers.
DELEGATE POWERS: Mr. President,
I move we adjourn until 2:00 P.M. to-
morrow.
THE PRESIDENT: All those in favor,
signify by saying Aye; contrary, No. The
Ayes have it. It is so ordered.
(Whereupon, at 1:29 P.M., the Convention
was adjourned to reconvene at 2:00 P.M. on
Tuesday, October 3, 1967.)
PLENARY SESSION
OCTOBER 3, 1967 — 2:00 P.M.
PRESIDENT H. VERNON ENEY,
PRESIDING
THE PRESIDENT: The Sergeant-at-
Arms will clear the aisles and close the
doors.
The Convention will please come to order.
The invocation today will be offered by
the Reverend Bernard A. Jennings of St.
John's Episcopal Church, Havre de Grace,
Maryland, Harford County; and I am
pleased to inform you that Reverend Jen-
nings is the pastor of your Second Vice-
President, Delegate James.
REVEREND JENNINGS: Almighty
God, we give Thee thanks for this great
land of ours and particularly for the great
heritage in the State of Maryland. We call
upon Thee, now, to guide, by Thy Holy
Spirit, those unto whom we have entrusted
the task of rewriting our Constitution. Keep
ever before them their responsibility to pre-
serve our freedom and at the same time,
the need for restraint. Save them from the
temptation of putting selfish and personal
interests ahead of the welfare of the whole
state and all its people. Save them from
error, ignorance, or prejudice and imbue
them with a spirit of cooperation, fairness,
and wisdom that the product of their hard
work may be a Constitution which saves
the best of the past and present. Remove
what is outmoded and unnecessary; pro-
vide the best means for the governing of
our state and our fast-changing future.
May they be guided to provide the neces-
sary flexibility for the sake of the future
which advances so rapidly. At the same
time we give Thee thanks for the sacrifice
of these delegates of long hours and tedious
work and ask that Thou wilt arouse the
many complacent and unconcerned citizens
to the lasting importance of this Conven-
tion. We ask it all in the name of our
Saviour, Jesus Christ.
Amen.
THE PRESIDENT: Roll call.
(The roll call was taken.)
THE PRESIDENT: Delegate Dukes,
Delegate Fornos, Delegate Hanson, Dele-
gate Penniman, Delegate Rollins, Delegate
Schloeder. The Clerk will record the roll
call.
There being a quorum present, the Con-
vention is in session.
The Chair recognizes Delegate Powers,
Chairman of the Committee on Calendar
and Agenda.
DELEGATE POWERS: Mr. President,
the Committee on Calendar and Agenda is
informed that under Item 7, Resolution No.
10 will be offered relating to the death of
Delegate Ralph Webster. I move that the
rules be suspended so that Resolution No.
10 in its appropriate place on the agenda
may be considered today, without laying
over, and I further move that the Calendar
and Agenda be adopted.
(The motion was duly seconded.)
THE PRESIDENT: It has been sug-
gested to the Chair that inasmuch as a
suspension of the rules requires the ma-
jority of the whole number of elected dele-
gates, that whenever we have a motion for
suspension of rules that there be a roll call
vote. We will follow that practice from
then on. The question arises on the motion
to approve the calendar and suspend the
rules to permit discussion and considera-
tion at this session of Resolution No. 10.
