1914 CONSTITUTIONAL CONVENTION OF MARYLAND [Dec. 6]

READING CLERK: Amendment No. 4
to Committee Recommendation S&E-2 by
Delegate Finch:

On page 1 section 1 Eligible Voters in
Federal, State and County Elections line 2,
strike out the words "attained the age of
nineteen years" and insert in lieu thereof
the following: ", by or after January 1,
1968, attained the age of twenty years, and
by or after January 1, 1972, attained the
age of nineteen years, and by or after Jan-
uary 1, 1976, attained the age of eighteen
years".

(There was a call for the question.)

THE CHAIRMAN: The amendment has
been offered by Delegate Finch.

(Whereupon, the motion was dull/ sec-
onded.)

The amendment having been seconded,
the Chair recognizes Delegate Finch.

DELEGATE FINCH: Mr. Chairman,
Members of the Committee, I will be very
brief on this.

So far we have considered eighteen as a
voting age, twenty as a voting age, twenty-
one as a voting age, and also the age of
legal majority being set by the General
Assembly. This is the opportunity to con-
sider whether or not you would like grad-
ually to reduce the voting age from twenty-
one to eighteen, starting in 1968, with the
voting age in 1968 being reduced to twenty;
in 1972, to nineteen; and in 1976, to
eighteen.

It is felt if we do it this way that this
would give the opportunity to train these
younger generations in their responsibilities
as voters. I offer you this amendment and
hope you will vote for it.

THE CHAIRMAN: Delegate Ross.

DELEGATE ROSS: Mr. Chairman, fel-
low delegates, this is quite similar to one
of Delegate Finch's proposals that was re-
ferred to the Committee on Suffrage and
Elections. We considered it and we re-
jected it.

I urge you to follow suit.

THE CHAIRMAN: Is there any further
comment?

The question arises on the adoption of
Amendment No. 4.

A vote Aye is a vote in favor of the
amendment.

A vote No is a vote against.

There being 15 votes in the affirmative
and 102 in the negative, the motion is lost.

The amendment is rejected.

This will be Amendment No. 5.

READING CLERK: Amendment No. 5
to Committee Recommendation S&E-2 by
Delegate James :

On page 1 section 1 Eligible Voters in
Federal, State and County Elections in
line 12 strike out the words "for three
months" and insert in lieu thereof the fol-
lowing: "as of the time for closing of
registration"; and in lines 16 through 20
inclusive, strike out the sentence beginning "Removal from" in line 16 down to and in-
cluding the period in line 20.

THE CHAIRMAN: The amendment has
been offered by Delegate James.

(Whereupon, the motion was seconded.)

The amendment having been seconded,
the Chair recognizes Delegate James.

DELEGATE JAMES: Mr. Chairman
and fellow delegates, I do not want to
prolong the evening, but I do wish to sub-
mit something that is not on voting age. It
will be a very refreshing change.

The amendment I have offered is along
