1870 CONSTITUTIONAL CONVENTION OF MARYLAND [Dec. 6]

submit, fellow delegates, that the budget
process has worked best in this State when
the legislature could indeed, on an informal
basis, consult with the executive depart-
ment, and it has often happened, it has
been true. I think two things of enormous
importance will be done by this amend-
ment.

First, we will institutionalize in the con-
stitution just that sort of shared re-
sponsibility. That means that in those cir-
cumstances in which there is less friendli-
ness in the executive department to legisla-
tive points of view, sometimes for political
and sometimes for personal reasons, we
shall have a constitutionally fixed arrange-
ment for that cross consideration. In the
second place, unfortunately it seems to me
perfectly clear that the legislature would
indeed need to staff itself more adequately,
as it is already seeking to do in this year
1967. There is a further propulsion to em-
ployment of a staff which will enable the
legislature to know more and more whether
what it is voting for carries out a full pro-
g-ram which the people have expected the
legislature to adopt.

I do not regard this as either an unusual
or a radical proposal. It is one which ulti-
mately gives to the governor the whip
hand by the veto of increases or reductions
which would have to be overridden by an
extraordinary majority, but it does require
the governor to work with the legislative
body in earnest cross consideration of the
whole proposition.

amendment?

The question arises first on the adoption
of Amendment 2A to Amendment No. 2,
to insert in lines 16 and 17 the words "total
budgeted expenditure," in lieu of the words
"estimate of revenue".

After this amendment is voted on, then
Amendment No. 2 will be submitted to
you for vote, either in its original form
or as amended. There will, therefore, be
two votes; the first vote solely on the
amendment to the amendment.

Ring the quorum bell, please, Mr. Clerk.

A vote Aye is a vote in favor of the
amendment to the amendment. A vote No is
a vote against the amendment to the amend-
ment.

Thereafter we will vote on the amend-
ment.

Cast your vote on the amendment to the
amendment.

Has every delegate voted? Does any dole-
gate desire to change his vote?

(There was no response.)
The Clerk will record the vote.

There being 91 votes in the affirmative
and 28 in the negative, the motion is car-
ried; the amendment to the amendment is
adopted.

The question now arises on the adoption
of the amendment as amended. A vote Aye
is a vote in favor of the amendment as
amended. A vote No is a vote against the
amendment and in favor of the Committee
Recommendation SF-5.

Cast your votes.

Has every delegate voted? Does any dele-
gate desire to change his vote?

(There was no response.)
The Clerk will record the vote.

There being 41 votes in the affirmative
and 78 in the negative, the motion is lost,
and the amendment as amended is rejected.

man, I call for amendment G.

tribute amendment G. This will be Amend-
ment No. 3.

to Committee Recommendation SF-5, by
Delegate Bamberger :

On page 3, section 6.07, Amendment of
Budget Bill in line 19 after the word
''officer" add the words: "provided for in
the state budget".

THE CHAIRMAN: Before starting the
debate on this amendment, the Chair rec-
ognizes Delegate Darby on a matter of
personal privilege.

DELEGATE DARBY: I would like to
ask the Convention to welcome friends of
mine in the rear balcony, Mrs. Lucille
Kellner, my aunt; Mrs. Lillian Maydwell;
and a special friend, my mother, Mrs.
Cecelia Darby.
