in Rule 3, lines 15 and 16, thereof, strike
out the following: "in such manner as may
be determined by resolution of the Conven-
tion" and insert in lieu thereof the follow-
ing: "by the President."
DELEGATE SICKLES: If I may repeat
my comments from before, this is to cor-
rect the rule so that they will compare
and agree with what we "decided the other
night, namely, in light of the fact that
if you have no meeting of the Convention
between now and September, that the Presi-
dent who is going to appoint the employees
-ought to be able to set up a salary struc-
ture for them.
This amendment provides that authority
and I hope the Chairman of the Rules Com-
mittee would accept it.
DELEGATE SCANLAN: This amend-
ment reflects the understanding, as I re-
member it, of the committee meeting the
other night. It would be acceptable to
me and I assume the members of the
Committee.
THE CHAIRMAN: Any further dis-

DELEGATE BARD: I have a question.
Should we not strike out "up to delegates"?
It is not correct, unless you strike out the
rest of that sentence.
DELEGATE SICKLES: I see the pos-
sibility where we would not have the au-
thority to set the compensation of the
delegates, anyway, because that is set out
by law. Even if that were a proper inter-
pretation, we would not have the authority
to do it.
THE CHAIRMAN: The question arises
on the proposed amendment. All in favor
say Aye. Opposed, No. The Ayes seem to
have it.

like to propose an amendment which I be-
lieve is on the dais and on everyone's desk.

egate Grumbacher. Amendment to Rule 5:
On Page 3 of the mimeographed proposed
rules, in Rule 5 and in line 2 thereof im- |
mediately following the word "Chairman"
insert the following: ", Vice Chairman"
and in lines 4 and 5 thereof, strike out the
following: "Each Committee shall elect one
of its members to be the Vice Chairman."
THE CHAIRMAN: The Chair recognizes
Delegate Grumbacher.
DELEGATE GRUMBACHER: Mr. Pres-
ident, my purpose —
THE CHAIRMAN: For what purpose
does Delegate Bamberger rise? Delegate
Grumbacher has. the floor.
DELEGATE BAMBERGER: Will the
delegate yield?
DELEGATE GRUMBACHER: Yes.
DELEGATE BAMBERGER: I move
that the Chair rule that no dignity shall
be lost by any gentleman and the decorum
of this Convention shall not be dimin-
ished, if the gentlemen desire to remove
their coats.
THE CHAIRMAN: The Chair would
like to state that Speaker Mandel has done
some very quick research and he has found
that in 1867, the delegates removed their
coats. So, I assume we would be following
precedent and without taking a vote, 1
think the Chair rules it to be perfectly
proper.
DELEGATE GRUMBACHER: May 1
keep my coat on for a moment, sir? My
purpose in presenting this amendment,
which you might call an anti-democratic
amendment is that I think we are going
to cause ourselves or can cause ourselves
trouble with the election of a vice chairman
after the appointment of the chairman.
I think that we are potentially giving
ourselves two leaders instead of one. I could
see us electing both a chairman and vice
chairman, but I cannot see us electing the
second man. I therefore move the adoption
of this amendment.
THE CHAIRMAN: Any further discus-
sion? We do not have sufficient copies. We
cannot go on until everyone has a copy.
Does the Chairman of the Rules Committee
wish to make any comment?
DELEGATE SCANLAN: I can only say
that Mr. Grumbacher's amendment would
restore the recommendation as it originally
came to the Rules Committee. The Rules
Committee recommended that the vice
chairman be elected. It was the feeling
that there possibly will be some leftist in-
fluence and the Committee felt it would be |
