1724 CONSTITUTIONAL CONVENTION OF MARYLAND [Dec. 4]

DELEGATE SCANLAN: No, it is
marked A.

I will read it.

THE CHAIRMAN: If the Chair can
identify it, we can have copies placed so
the delegates can be informed about the
matters about which you speak. Is it the
one marked A or the one marked B.

Delegate Scanlan.

DELEGATE SCANLAN: I have the one
marked A. Maybe Delegate James is about
to slip me the one marked B.

(Laughter.)

Well, the substance of both of them is
similar, I would move that if the motion
for reconsideration is successful —

THE CHAIRMAN: Which one are you
referring to?

DELEGATE SCANLAN: I am referring to C.

TPIE CHAIRMAN: Does any Delegate
have a copy of the one marked C that the
Chair can see?

Chief Page, do you have amendment
marked C?

DELEGATE SCANLAN: This would
have been sponsored by Delegates James,
Raley, Sickles and Willoner.

THE CHAIRMAN: Yes, I have a copy
now.

We will distribute them to the delegates
so that the delegates will know what you
are speaking about. Delegate Scanlan, the
copy that the Chairman has been handed
has the words "General Assembly" in line
four stricken and the word "State" stric-
ken. Is that the copy you have?

DELEGATE SCANLAN: Yes, I have
the same change.

THE CHAIRMAN: For what purpose
does Delegate Roger rise?

DELEGATE KOGER: Inquiry.
THE CHAIRMAN: State the inquiry.

DELEGATE KOGER: Can opponents
print some amendments, too? We may have
a whole slew of them over on this side.

THE CHAIRMAN: I do not know. All
I can say is what the Chair announced
earlier. The only way to have the matter
open again is to have the vote by which

the recommendation was approved recon-
sidered. If it is reconsidered it is open to
amendment. If it is not reconsidered it is
not open to amendment.

Have the pages distributed copies of
the amendment marked C?

Any delegates who do not have it please
indicate to the pages. They will bring you
a copy immediately.

For what purpose does Delegate Harry
Taylor rise?

DELEGATE H. TAYLOR: Parliamen-
tary inquiry.

THE CHAIRMAN: State the inquiry.

DELEGATE H. TAYLOR: I wonder if
it is to have a limited reconsideration.
When we vote on the motion to reconsider
will we know that we are going to re-
consider only the specific amendment be-
cause it may make a great difference if we
are going to vote to open it up to a flood
of amendments that Delegate Koger sug-
gested may come in from opponents?

THE CHAIRMAN: I do not think that
is possible. If the vote is reconsidered the
vote is open for any amendment. I do not
think the Chair can rule it will be open
for only one amendment and not any other.
It just is not feasible.

Delegate Scanlan has moved that the
vote by which Committee Recommendation
SF-2 was approved be reconsidered so that
the Committee Recommendation would be
before you and he has stated his intention
if that is done to offer an amendment in
the form which has been distributed to you
except that as the Chair understands it, the
printed form would be corrected by chang-
ing the words "General Assembly" in line 4
to the word "State". That amendment is
not now before you. It is before you only
for information purposes. What is now be-
fore you is the motion to reconsider. The
motion has been seconded. For what pur-
pose does Delegate Gleason rise?

DELEGATE GLEASON: Is this motion
debatable?

THE CHAIRMAN: It is.

Delegate Gleason.

DELEGATE GLEASON: I would like
to ask a question of the sponsor of the
motion.

THE CHAIRMAN: Delegate Scanlan, do,
you yield to a question?
