The Chair takes it that there are no fur-
ther questions at this time. We will now
move to thirty minutes of controlled de-
bate and Delegate Dukes, you have the first
thirty minutes.
The Chair recognizes Delegate Sherbow.
DELEGATE SHERBOW: I would like
to move that the proposal in line 0 be
amended to read, "lotteries shall not be
authorized by the State or its political sub-
divisions", the only change is changing the
word "sanctioned" to the word "authorized."
DELEGATE J. CLARK (presiding):
You are asking unanimous consent to make
this change?
DELEGATE SHERBOW: If that is the
proper procedure.
DELEGATE J. CLARK (presiding):
If there is no objection, the change will
he made.
The Chair recognizes Delegate Raley.
DELEGATE RALEY: Mr. Chairman, it
was my understanding that we were just
going to vote on the principle, that we were
not going to open up to amendments on it.
We were just going to vote on whether we
should or should not include a prohibition
against lotteries.
DELEGATE J. CLARK (presiding) :
That is true.
Delegate Sherbow wanted to make a
change in his memorandum and we had
unanimous consent to do so. This is not
the time for amendments, that is true.
(President H. Vernon Eney resumed the
Chair.)
THE CHAIRMAN: Committee Recom-
mendation SF-2 has been modified by strik-
ing the word "sanctioned" in line 9 and in
lieu thereof inserted the word "authorized".
The Chair recognizes Delegate Dukes.
DELEGATE DUKES: Prior to proceed-
ing, Mr. Chairman, may I direct a parlia-
mentary inquiry to the Chair?
THE CHAIRMAN: State the inquiry.
DELEGATE DUKES: In your partial
absence, Delegate Raley asked a question
to suggest that at this time we were only

voting on the principle of the item. That
was not my understanding, I was thinking
that the amendments would be in order at
this time. My question is who is correct?

THE CHAIRMAN: The procedure right
now would be to debate on the Minority
Report Recommendation which may or may
not be in the form of an amendment. Does
the minority desire to offer an amendment
at this time?
Delegate Dukes.
DELEGATE DUKES: No, we offer no
amendment. I understood the Chair previ-
ously to indicate that the amendment was
not in order at this time. My question is
essentially are we or are we not proceeding
to debate on the matter before us which
at the close of the debate we will vote yea
or no, for or against, on the committee
recommendation as it stands before us.
THE CHAIRMAN: That is true except
that in other instances we have permitted
modifications of the type that have just
been made. I take it your question is not
directed to that modification.

DELEGATE DUKES: No objection to
that.
THE CHAIRMAN: All right. Then we
are proceeding to consider the Committee
Recommendation.
The parliamentarian told me that amend-
ments are in order at any time in consid-
eration of the matter. During the course of
debate anyone may offer an amendment.
When I say anyone I mean anyone who
properly has the floor since it is controlled
debate.

speak in support of the minority report.
THE CHAIRMAN: We are in controlled

of the Chairman of the Committee.
