THE PRESIDENT: The Clerk will re-
cord the roll call. There being a quorum
present, the Convention is now in session.
The Chair recognizes Delegate Powers,
Chairman of the Committee on Calendar
and Agenda.
DELEGATE POWERS: Mr. President,
the delegates will note on the daily calendar
and agenda that provision is made today
for election of successor delegates to two
vacancies, which we understand will be an-
nounced by the President. That involves a
suspension of the rules, first so that the
selection committees may be appointed with-
out waiting a second day, another so that
the selection committees may meet during
this session; another so that the report of
the selection committees may not be re-
quired to lay over for three days. By doing
this, we will be able to elect the successors
today instead of having a six or seven-day
delay. Therefore, Mr. President, I move
that the rules be suspended so that this
may be accomplished, and that the daily
calendar and agenda be approved.
THE PRESIDENT: Is there a second
to the motion? Delegate Scanlan?
DELEGATE SCANLAN: Mr. President,
in view of the fact that the procedure that
we asked be suspended are steps in the
election of delegates to fill vacancies and in
order that there be no dispute about the
credentials of those who may ultimately be
selected to fill those vacancies, I respect-
fully request that Delegate Powers' motion
to suspend the rules be put to a roll call
vote.
THE PRESIDENT: Roll call vote is
called for, and will be granted by the
Chair.
The question arises on the motion of
Delegate Powers to approve the calendar
and agenda to suspend the rules; to permit
the President to announce the resignations
of two delegates; to permit the President
to appoint selection committees to make
nominations to fill the vacancies caused by
such resignations; to permit the selection
committees to meet while this Convention is
in progress; to report at this session of
the Convention and to permit the Conven-
tion to elect successors to the resigned
delegates. |

There being 130 votes in the affirmative
and two in the negative, the motion carries.
The Chair is pleased to recognize on be-
half of the Convention quite a few visitors
from the public in the gallery, and particu-
larly some 200 teachers who are Social
Studies teachers in Anne Arundel County,
and Dr. William H. Shannon, who is the
Social Studies Supervisor in Anne Arundel
County. We are delighted to have you.
At this time the Chair desires to an-
nounce the appointment of the following
delegates to escort the Governor to the
Chamber to address the Convention: Dele-
gates Abramson, Adkins, James, Malkus.
I received this morning a written resig-
nation of Delegate Herbert R. O'Conor. I .
will ask the Clerk to read that resignation.
READING CLERK: "To the Honorable

Convention, State House, Annapolis, Mary-
land: Dear Mr. President: Confirming my
letter of September 26, 1967, I hereby tender
my resignation as a delegate to the Consti-
tutional Convention. Sincerely yours, Her-

22nd Session of the General Assembly."
THE PRESIDENT: The Chair desig-
nates the following delegates as the Selec-
tion Committee to nominate a successor to
fill the vacancy caused by the resignation
of Delegate O'Conor: The Selection Com-
mittee, Honorable G. Maxwell Armor, Jr.,
Chairman, Delegates C. Meredith Boyce,
John C. Byrnes, Francis X. Gallagher,
Charney L. Harris, Anne D. Hopkins,
Frank C. Robey, Jr.
I wish further to announce that in an-
ticipation of this action, as soon as I re-
ceived Delegate O'Conor's resignation this
morning, I advised the selection committee
that I have just named that I would name
them, and requested them to have an in-
formal meeting in anticipation of their be-
ing named to select a successor in anticipa-
tion of the suspension of the rules by the
Convention to permit them to report. In
view of the fact that the rules have been
suspended, the selection committee may re-
tire to consider their report. |
