the situation with respect to the Third
Legislative District, and, therefore, though
the rule requires that one session day fol-
lowing the President's announcement of the
vacancy elapse before the selection com-
mittee can move into action, I respectfully
suggest that the Convention move to sus-
pend the rules so as to permit the selec-
tion committee required by Rule 7I [77]
to begin its deliberations as soon as advised
by the President that he has received the
official announcement without requiring an-
other session of layover.
THE PRESIDENT: The Chair will
recognize you at tomorrow's session for the
purpose of making that motion and putting
it before us. Are there any announcements

DELEGATE KOSS: Mr. President, the
Committee on Suffrage and Elections will
meet within 15 minutes after the adjourn-
ment of this session this afternoon, and
again tomorrow morning at 10:00 A.M., both
meetings to be held in the meeting room
in the Shaw House. I would also like to
take this opportunity to congratulate one
of the members of our committee on his
birthday today, Mr. James E. Soul. Thank

THE PRESIDENT: Are there any other

DELEGATE MORGAN: The Committee
on the Executive Branch will meet immedi-
ately following this session. We will have
two witnesses this afternoon, Mr. John
O. Donaho, of Donaho and Associates and
Mr. Charles Moylan, Jr., State's Attorney
for Baltimore City. Tomorrow morning we
will meet at 10:00 A.M., to hear Attorney
General Burch. and various delegates, in-
cluding Delegates Cardin, Soul, Henderson,
who are interested in the office of Attorney
General.
We will also have Mr. George Keyser,
who was former Commissioner, for admin-
istration of the State of Wisconsin.
THE PRESIDENT: Are there any other

DELEGATE MUDD: Mr. President, the
Committee on the Judicial Branch meets
immediately following this session. Un-
fortunately our schedule for this afternoon
has been changed, and we will not con-
sider Delegate Proposal 81, introduced by
Messrs. Scanlan and Bamberger, at 3:00
P.M. today. At the request of the delegates
who introduced the proposal, it has been |
rescheduled for Tuesday morning at 10:00
A.M. We do have the privilege this after-
noon of hearing from George Warnecke of
Baltimore City and tomorrow morning we
are scheduled at 10:00 A.M. for hearing
from Judge O'Donnell and other judges of
the Supreme Bench of Baltimore City.

DELEGATE KIEFER: The Committee
on Personal Rights and the Preamble will
meet immediately after this meeting. Next
week will be devoted entirely to hearings on
due process. We have been required to
make the change in the original published
schedule to accommodate important out of
town witnesses, but the new schedule will
be published as soon as possible. If any-
body wants a hearing on 227 we will sched-
ule one on that day, too. A great event
occurred this morning, the arrival of a
grandchild to Delegate Mitchell. I am
happy to announce that. (Applause.)
THE PRESIDENT: Delegate Gallagher?
DELEGATE GALLAGHER: Mr. Chair-
man, ladies and gentlemen, the Committee
on the Legislative Branch will resume hear-
ing the chairman of the House Ways and
Means Committee ten minutes after the
end of the session today. We will have a
meeting this evening to hear some of the
members of the General Assembly.
We will also meet tomorrow morning at
9:30 A.M. to continue our deliberations.
THE PRESIDENT: Any further an-

DELEGATE MOSER: Mr. President,
this evening at 7:00 P.M., in the City Dele-
gation Room at the Shaw House, and then
again tomorrow morning at the same loca-

Government will be hearing from interested
citizens who are being provided the oppor-
tunity of expressing their views on any
phase of local government.
Tomorrow we are also hearing from the
Mayor of the City of Bowie and from
Honorable Walter S. Orlinsky, of Baltimore
City.
