DELEGATE CARDIN: Mr. President
and ladies and gentlemen of the Conven-
tion, it is my pleasure to draw your atten-
tion to the presence of 89 students of the
Pikesville Senior High School of Baltimore
County, accompanied by their teachers,
Miss Swindell and Miss Valeigh.
I hope you will give them a cordial wel-
come and that they will profit from our
deliberations.
THE PRESIDENT: The Convention is
delighted to have them here.

The Chair recognizes Delegate Stern.
DELEGATE STERN: Mr. President and
Chairman of the Convention, I wish to call
your attention to Delegate Boileau, who is
wearing in his button hole a black-eyed
susan, presented to him by Miss Susan
McCaffray, Mr. Martineau's Secretary.
This was done on the basis that one good
turn deserves another.
THE PRESIDENT: Delegate Mosner.
DELEGATE MOSNER: The wife of our
former United States Senator, J. Glenn
Beall, looking as young as any of them.

THE PRESIDENT: Delighted to have
you.

Delegate Bradshaw.
DELEGATE BRADSHAW: I would ask
you to share with the Montgomery County
Delegation a piece of good news, and that
is that Delegate E. J. Clarke from Mont-
gomery County yesterday became a grand-
father. I understand this is the first such
event in his life.
(Applause.)
THE PRESIDENT: Delegate Burdette.
DELEGATE BURDETTE: Mr. Presi-
dent, I should like to ask the Convention to
welcome to the rear gallery the wife of
the Reverend John P. Gates of Bethesda.
THE PRESIDENT: We are delighted to
have Mrs. Gates with us.

Committee Report C&A-1, the Clerk will
read the report.
READING CLERK: Committee Report
C&A-1 by the Committee on Calendar and
Agenda, Ralph W. Powers, Chairman: A
report on Resolution 19 by Delegate Chabot
proposing: the extension of the session of
the Convention through January 12, 1968.
THE PRESIDENT: The Committee Re-
port C&A-1 will be referred to the Com-
mittee on Calendar and Agenda. The Chair
requests that if possible, the report be put
on the calendar for action of the session
in Convention this evening.
Are there any other motions or resolu-
tions?
If not, the Chair recognizes Delegate
Powers.
DELEGATE POWERS: Mr. President,
I move the Convention resolve itself into
a Committee of the Whole for the purpose
of considering the general orders of the
day.
THE PRESIDENT: Is there a second?
All in favor signify by saying Aye; con-
trary, No. The Ayes have it, and it is so
ordered.

THE CHAIRMAN: The Committee of
the Whole will please come to order.
The first item for consideration on the
calendar of the Committee of the Whole is
Committee Recommendation SF-2. The
Chair recognizes Delegate Sherbow, and
requests that he come forward to the read-
ing desk to present the report.
I call to your attention while Delegate
Sherbow is coming forward that although
there is one debate schedule for four re-
ports on the Committee of State Finance.
