twenty on this amendment, that I cannot
speak for the other twenty. If the other
twenty would allow me to speak for them,
I presumably would work out something
but I suggest we are just drafting, and on
the floor here, it seems to me, an amend-
ment which might well be reconsidered by
all the sponsors together to get their com-
bined interpretation of it.

THE CHAIRMAN: Delegate Henderson.

DELEGATE HENDERSON: I under-
stood the Chairman to say a few days ago,
when we began to discuss this matter, that
the Committee had left this, or was leav-
ing this matter to Congress, and this was
the reason he did not put such provision in
here. Now there seems to bo a change and
now we are putting the provision in. Am
I correct in that? Have you changed your
views about it?

THE CHAIRMAN: Delegate Gallagher.

DELEGATE GALLAGHER: Delegate
Henderson, to be perfectly frank, the
Chairman of the Legislative Branch Com-
mittee was informed that if no provision
were put in this constitution with respect
to congressional redistricting, that there
was a genuine possibility that the League
of Women Voters would oppose this consti-
tution in its entirety.

Since I did not seek to get that particu-
lar result, I felt it incumbent that I join
with the group that had proposed it, and I
now find myself in the lovable position of
having to defend it throughout. I am here
and I will stick with it.

THE CHAIRMAN: Delegate Carson.

DELEGATE CARSON: Chairman Gal-
lagher, would you yield to a question or
two?

THE CHAIRMAN: Delegate Gallagher.
DELEGATE GALLAGHER: I yield.

THE CHAIRMAN: The Committee will
please come to order. The Clerk will ring
the quorum bell.

Delegates will please take your seats, the
Committee will please come to order.

Delegate Gallagher.

DELEGATE GALLAGHER: Mr. Chair-
man and ladies and gentlemen : Before the
waters of the Chesapeake arise and inun-
date me completely, I should like permission
of the Chair and of the Committee of the
Whole to withdraw this amendment and to
take it to the Committee on the Legislative

Branch with an opportunity to submit it
later as LB-3.

THE CHAIRMAN : You do not need the
consent of the Committee of the Whole. The
amendment may be withdrawn by the spon-
sors. If you are speaking for the sponsors,
you may withdraw the amendment.

DELEGATE GALLAGHER: I am, sir,
for all of us whoever we may be.

THE CHAIRMAN: Amendment No. 23
is withdrawn.

Delegate Willoner: You were next on the
Chair's list of persons to be called.

(Laughter.)

Thank you, sir. Do you still desire the
floor?

DELEGATE WILLONER: Yes, sir. It
is a question which may be answered easily
or it may be answered in Committee: I
wonder if there was any question or study
made that redistricting can only be done by
the state legislature. We are not the state
legislature and I am wondering if that was
a problem?

THE CHAIRMAN: Delegate Gallagher.

DELEGATE GALLAGHER: No, that is
not a problem.

(Laughter.)

THE CHAIRMAN: For what purpose
does Delegate Koss arise?

DELEGATE KOSS: With the per-
mission of the Chair, I would like to make
a correction or an amplification of a state-
ment that was made previously.

THE CHAIRMAN: Proceed.

DELEGATE KOSS: I want the record
to make it very clear that the League of
Women Voters is not a single issue or-
ganization. I do not think there is any ques-
tion in the minds of most people in the
State that the League did take a very im-
portant part in congressional redistricting
and petitioning in and various other things,
so certainly it is very dear, but 'neither I
nor any other person on the floor could
say that the League would oppose the con-
stitution if there was no mention of con-
gressional redistricting.

THE CHAIRMAN: Thank you. I am
very delighted to have that in the record.
Delegate Gallagher, do you have a redraft
of Amendment No. 22, or do you desire that
to be still passed for the moment?
