Then I would like to say one word in
support of Delegate James' proposal. It
frightens me that a clerk could frustrate
the will of the entire legislature by a mis-
take, whether it was innocent or otherwise.
I think it is a mistake for us to be so
detailed in our requirements of record keep-
ing, even in committee, because sometimes
although our committee has been operated
with great efficiency and accuracy, it has
been very confusing, and I would not swear
that each of the votes that we have taken
were absolutely correct — I mean correctly
recorded; so I really think we are treading
on dangerous ground here, and I do sug-
gest that this is a salutory amendment.
THE CHAIRMAN: The Chair is going
to interrupt the debate at this time and
follow the unusual course of suggesting a
recess in the middle of debate. Part of the
reason, but only part of it, is that this par-
ticular section is so very important, the
proper interpretation, that the statements
made in the course of debate will have a
bearing on that, and I would like the debate
not to be hurried, and to have every oppor-
tunity for the Committee Chairman to state
quite clearly what the intent of the Com-
mittee is. For that reason, the Chair rec-
ognizes Delegate Powers.

rise and report that it has not yet con-
cluded consideration of Committee Recom-
mendation LB-2.

THE PRESIDENT: The Convention will
please come to order.

On behalf of the Committee of the
Whole, the Chair reports that the Commit-
tee has had under consideration Commit-
tee Recommendation LB-2, that it still has
it under consideration, and it desires leave
to sit again.
The Chair at this time would like to
make a very important statement to the
Convention.
The officers of the Convention and the
Chairman of the Committee on Calendar
and Agenda have, as I am sure all of you
realize, kept very closely in touch with the
progress of the Convention and the status
of the work of the Convention has been
the subject of practically daily conversa-
tion and concern among us.
Unless we sit on Sundays, the calendar
tells us that there are available only eight
more days until December 12. If we sit on
Sunday we would have ten days.
I do not think anyone could possibly sug-
gest that this Convention could work
harder or could engage in more continuous,
intense consideration of the matters before
it than it has been doing, not merely in
this past week, but for many weeks past.
We have accomplished a tremendous
amount, but a great deal more remains to
be done.
Consideration has been given to the pos-
sibility of extending or increasing the num-
ber of night sessions. All of us feel that
this is undesirable for two reasons: There
is a limit to human capacity, and this work
requiring the kind of concentration it does
is very exhausting; and secondly, there is
work to be done other than that on the
floor of the Convention, and if we had any
more night sessions, this would become ut-
terly impossible.
For these reasons, the Chairman of the
Committee on Calendar and Agenda sug-
gests at the appropriate time that we not
sit on Sundays, that we convene on Mon-
day as we have in the past, at 2:00 P.M.
and have a Monday evening session, and
that we have one more, rather than two
more evening sessions next week, probably
on Thursday.
In other words, we will sit in the eve-
nings on Mondays and Thursdays, rather
than Monday, Wednesday, and Friday.
Under these circumstances, the Chair
will request the Committee on Calendar
and Agenda to consider immediately and to
report to this Convention on Monday its
recommendations with respect to Resolu-
