1614 CONSTITUTIONAL CONVENTION OF MARYLAND [Dec. 2]

congratulate her and welcome her to the
Convention.

(Applause.)

THE PRESIDENT: And may the Chair
also on behalf of the Convention extend its
very heartiest thanks to those pages who
are completing their tour of duty today.

I ask you all to join me in that expres-
sion.

(Applause.)

THE PRESIDENT: Are there any fur-
ther announcements?

(There was no response.)

All delegates present now not present at
roll call may indicate their presence on
supplemental roll call.

The Clerk will record the supplemental
roll call.

The Chair recognizes Delegate Powers.

DELEGATE POWERS: Mr. Chairman,
I move that we adjourn until 10:00 A.M.
tomorrow morning.

THE PRESIDENT: Is there a second?
(The motion was duly seconded.)

THE PRESIDENT: All those in favor
signify by saying Aye; contrary, No. The
Ayes have it, and it is so ordered.

(Whereupon, at 10:43 P.M. the Conven-
tion recessed, to reconvene at 10:00 A.M.,
Saturday, December 2, 1967.)

PLENARY SESSION
DECEMBER 2, 1967—10:10 A.M.
PRESIDENT H. VERNON ENEY,

PRESIDING

THE PRESIDENT: The Sergeant-at-
Arms will clear the aisles and close the
doors.

The Convention will please come to order.

The invocation this morning will be
offered by the Reverend William M. Dris-
coll, Chaplain of Loyola College in Balti-
more. Father Driscoll.

REVEREND DRISCOLL: O God, In-
finite Legislator and Supreme Ruler, all
power is from You and depends on You,
and whatever is wise and just in our hu-
man laws is but a small reflection of Your
eternal wisdom. Send us Your aid, we

pray, in the discharge of the grave re-
sponsibility this Convention has in framing
a Constitution for our Maryland citizenry.

Grant us the intelligence to understand
our task; objectivity and sound realism to
perceive the best; impartiality to work for
the good of all. Grant us loyalty to our
people, to ourselves, to truth and honesty,
and to You.

In calm deliberation may we frame our
resolutions in rectitude, and let them be an
imitation of Your Providence which gov-
erns all things for the well being of each
of us and all men.

Place your light in our minds, your
strength in our wills, your love in our
hearts, that our labors may provide the
basis for a sound social order wherein full
regard may be had for law, justice and
charity.

And as our reward, grant us Yourself
forever. Amen.

(Whereupon, the roll was called.)

THE PRESIDENT: Have all delegates
answered roll call?

(There was no response.)
The Clerk will record the roll call.

There being a quorum present the Con-
vention is in session.

The Chair recognizes Delegate Powers.

DELEGATE POWERS: Mr. President, I
move today's calendar be amended so as to
provide that we resume consideration of
Committee Recommendation LB-2, and that
as amended, the calendar and agenda be
adopted.

THE PRESIDENT: Is there a second?

(Whereupon, the motion was duly sec-
onded.)

THE PRESIDENT: All those in favor,
signify by saying Aye; contrary, No. The
Ayes have it. It is so ordered.

The day before yesterday Committee
Recommendation S&E-2 was received. The
Chair overlooked the fact that suspension
of the rules was required in order to re-
ceive that recommendation, since it had
been filed after November 17. Accordingly,
the Chair recognizes Delegate Koss for the
purpose of moving a suspension of the
rules in order to receive Committee Recom-
mendation S&E-2.

Delegate Koss.
