DELEGATE ADKINS: Mr. Chairman,
I would hate to see this amendment lose
based on the hilarity of the occasion, be-
cause it is a serious amendment and for
some people of the State, it is a serious
occasion.

I am quite content to accept any amend-
ment that the delegate from the upper part
of the Bay feels is necessary for the pro-
tection of his particular area. I did not
think this would affect that area because
those areas were connected by land masses,
and would not be jumping water masses,
but if you feel an amendment is necessary,
I am perfectly willing to accept it.

THE CHAIRMAN: Delegate Gallagher.

DELEGATE GALLAGHER: Mr. Chair-
man, I should like to say that I do think I
can enlist the good favor of my Commit-
tee in favor of Amendment No. 10 as it
was originally presented; if we started
adding tributaries, estuaries and other
bodies of water, we will be inundated here
and we will not know where we stand.

I look with favor and speak with favor
on Amendment No. 10 as it is presented. I
have always heard that it was improper
to change leaders or horses in the middle
of a stream. This establishes the proposi-
tion that you do not change streams in the
middle of districts, but as long as it is con-
fined to the Chesapeake Bay, I would be
inclined to support it.

THE CHAIRMAN : Is there any further
discussion?

(There was no response.)

The Chair hates to do this, but suggests
to the sponsor of the amendment that the
center of the Chesapeake Bay is a point.

DELEGATE ADKINS: I would be glad
to offer an amendment to add the word
"line".

THE CHAIRMAN: Delegate Adkins,
would your problem be met if you struck
the words "the center of"?

DELEGATE ADKINS: I think it would.
Delegate Fox just suggested that to me
sotto voce and I think it will do the trick.
"No district shall cross the Chesapeake
Bay."

THE CHAIRMAN: Is that your modi-
fication?

DELEGATE ADKINS: I will modify the
amendment to that effect.

THE CHAIRMAN: Strike the words
"the center line of".

DELEGATE FINCH: The word you
might want to use is median line, m-e-d-i-a-n
line.

THE CHAIRMAN: Would you still not
have the problem whether you were talk-
ing about the north-south median line or
east-west —

DELEGATE FINCH: No, it is the
median line, equal on each side.

THE CHAIRMAN: Delegate Adkins,
another suggestion was made to you. I did
not know whether you heard it or not.

DELEGATE ADKINS: I am sorry, Mr.
Chairman. I am hearing suggestions from
all sides. It is the most cooperative body
I have ever seen.

THE CHAIRMAN: Delegate Finch sug-
gested instead of striking the words "the
center" you might use the words "the
median line of".

DELEGATE ADKINS: Well, I think
that would do it, but I also think the lan-
guage here would do it, and perhaps it is
a little simpler and less subject to con-
fusion.

THE CHAIRMAN: Very well, the
amendment is modified by striking the
words "the center of."

Is there any further discussion?
Delegate Hostetter.

DELEGATE HOSTETTER: May I ask
a question of Delegate Adkins?

THE CHAIRMAN: Delegate Hostetter.

DELEGATE HOSTETTER: Delegate
Adkins, at one point in the north-south di-
rection does the Chesapeake Bay end?

THE CHAIRMAN: Delegate Adkins.

DELEGATE ADKINS: Should that be-
come essential, it can be determined; I
cannot really see where it makes much dif-
ference.

THE CHAIRMAN: Delegate Hostetter.

DELEGATE HOSTETTER: Would it
end at the tidewater, sir?

THE CHAIRMAN: Delegate Adkins.

DELEGATE ADKINS: I would have to
know the substance of your question. I
think my answer would be no.

THE CHAIRMAN: Delegate Hostetter.

DELEGATE HOSTETTER: It is my un-
derstanding that the five rivers in Cecil
County form the headwaters of the Chesa-
