REVEREND McGOWAN: Let Us Pray:
Oh, Almighty and Eternal God, Who
through Jesus Christ has revealed your
Glory to all nations, help us to arrive at
the type of constitution best suited to the
needs of all the people of this state. In
these days of change and challenge, may
we have the ability to be not the first by
whom the new is tried nor yet the last to
lay the old aside. Let the light of Your
Wisdom direct our deliberations and shine
forth in our efforts to distinguish between
changeable laws and unchangeable prin-
ciple; between patient consideration of
opinion and political procrastination. As we
stand at this historical mark in the legisla-
tive progress of our state, let us work crea-
tively for practical, dynamic directives for
this and future generations of the State of
Maryland. |

calls for consideration of the report of the
Committee on Rules and a substitute pro-
posal offered by Delegates W. S. James,
James dark and E. J. Clarke. Since the
latter proposal has not been before the Con-
vention for two full convention days, I
move that we suspend the rules so that
this may be considered today, and also
move the adoption of the agenda providing
for consideration of this proposal.
