Suffrage and Elections.
Delegate Proposal No. 208. The Clerk
will read the proposal.

No. 208, by Delegate Finch. Title,
A PROPOSAL that the Constitution shall
contain certain provisions on the establish-
ment, organization, and functions of the
officers and agencies of the State concerned
with state finances.
THE PRESIDENT: Delegate Proposal
No. 208 is referred to the Committee on
State Finance and Taxation.
Delegate Proposal No. 209. The Clerk
will read the proposal.

A PROPOSAL that the Constitution shall

ment, organization, jurisdiction, and func-
tions of a court of claims.

No. 210, by Delegate Finch. Title,
A PROPOSAL that the judicial power
of the State shall be vested exclusively in
a unified judicial system composed of the
Supreme Court, the Appellate Court, the
Court of Claims, the Superior Court, and
the District Court.
THE PRESIDENT: Delegate Proposal
No. 210 is referred to the Committee on the
Judicial Branch.
The next item of business is motions
and resolutions that have been filed. There
has been filed with the Clerk, Motion No. 2.
I understand that this has not yet been
duplicated and reproduced and 1, therefore,
will ask the Clerk to read the entire motion.
READING CLERK: Motion No. 2, by
Delegates Johnson and Rybczynski.
A MOTION to amend Rule 28A [30]* to
fix the time for the filing of a minority re-
port of a committee.
*The number in brackets refers to the
final number assigned the rule in the Rules
of the Constitutional Convention of Mary-
land,
It is moved that Rule 28A [30] be
amended by adding after the words "sub-
stantive committee" the words "except a
minority report of said committee" and by
adding the following paragraph:
"Except, upon the affirmative vote of a
majority of the delegates present and vot-
ing the Committee of the Whole will receive
no final minority report of a substantive
committee after ten days from the date of
filing of the majority report or November
27, 1967, whichever is later."
THE PRESIDENT: Motion No. 2 is re-
ferred to the Committee on Rules, Creden-
tials and Convention Budget.
Are there any other motions or resolu-
tions?
(There was no response.)
THE PRESIDENT: If not, we will move
on to announcements. I have just a very
few announcements.
I am advised that the governor will ad-
dress the Convention on Friday, day after
tomorrow. I am also advised that the Con-
vention will be visited that day by a larg^e
number of teachers who are attending a
special seminar here in Anne Arundel
County.
The estimates as to the number of teach-
ers varied. We were originally told it would
be between two and three hundred, but the
revised estimate today is between one and
two hundred. In either event, this would
pose a problem of seating in the galleries
if there is any substantial number of other
guests who are here, guests of delegates or
of the public in general. I would, therefore,
suggest to the delegates that if any of you
have wives or other guests who particularly
want to be sure to have a seat in the bal-
cony on that day, will you please speak to
the Clerk not later than tomorrow.
I understand that your first pay checks
were distributed this morning. They were
handed to the chairmen of your respective
committees. If you have not already re-
ceived them, you can get them from your
chairman.
A little while ago I received a telephone
call from Delegate Herbert R. O'Conor, Jr„
who is, as I think all of you know, attend-
ing sessions of the General Assembly of the
United Nations, he having been named as
an alternate representative from the United
States to the General Assembly.
Delegate O'Conor told me that he had
mailed me a letter yesterday, and asked me
