The Clerk will read the Minority Report
R&P-1(B).

READING CLERK: Minority Report
R&P-1(B), by Delegates Bennett, Bothe,
Dabrowski, Hardwicke, Kosakowski,
Mitchell, and Taylor, to Committee Recom-
mendation R&P-1.

"A MINORITY REPORT: the Commit-
tee had before it several proposals (34, 121,
171, 172, 406, 421, 424) dealing with the
rights of working people. The majority
decided that the subject should not be men-
tioned in the Constitution."

THE PRESIDENT: Minority Report
R&P-1 (B) will be distributed.

Consideration has been given during the
luncheon recess to suggestions from some
delegates that inasmuch as many of you
have made arrangements to stay down this
evening, though normally you would return
to your homes, that we have an evening
session.

There has also been an inquiry — I do
not say a suggestion — from one or two
delegates as to whether we would adjourn
earlier this afternoon, because of the con-
ditions of the roads.

After discussing the matter, we thought
it inadvisable to have an evening session
this evening, for several reasons: One, the
delegates have not planned on it, and this
could seriously inconvenience delegates who
have no such plans, and are not for one
reason or another able to stay down this
evening; and secondly, some committee
meetings have been scheduled, some of
which are very important; and thirdly, the
feeling on the part of the officers, the
reason I think shared by most of the dele-
gates, that two long days in a row such
as we had yesterday are not really
desirable.

For that reason we will not have a ses-
sion this evening. I do urge all delegates
who have changed their plans and will be
staying down this evening to attend the
committee meetings.

There is a very important meeting, I
think, of the Committee on Style and there
are other important committee meetings,
discussing the schedule of legislation and
the schedule of transitory provisions.

These are becoming more and more ur-
gent, and I do not think any of you would

lack for matters to occupy your attention
during the long winter evening.

The Secretary is keeping in touch with
the state police, and will advise me by mid-
afternoon of the anticipated condition of
the roads. If the present indications con-
tinue, that the snow will be heavy and not
change to rain, I think the suggestion will
be made that we adjourn perhaps at 5:00
so that the delegates who will be riding the
roads can get on the road and home before
a hard freeze sets in.

I say 5:00 P.M. rather than 4:30 P.M., be-
cause I am informed that the worst time to
be on the road in the Annapolis area any
day is about 4:30 P.M., so that would not
help matters.

We will keep you advised of conditions.

I also want to advise you that we have
inquired at the hotels and the Maryland
Inn is completely booked, but there are
ample facilities available at the Hilton, I
am informed.

The Chair recognizes Delegate Powers.

DELEGATE POWERS: Mr. President,
first I would like to move to amend debate
Schedule Number 7, which will involve the
Legislative Branch Committee Recommen-
dation LB-2 coming before the Committee
of the Whole next after we conclude the
executive article.

Under section 3.17 you would add, con-
sideration of Minority Report LB-2 (A),
requiring a Constitutional majority for pas-
sage of bills. The debate schedule will pro-
vide that Delegate Gilchrist will control ten
minutes of debate for the minority, Dele-
gate Gallagher, ten minutes for the ma-
jority, and uncontrolled time of ten min-
utes, and then under 3.18, the minority re-
port schedule will be changed to LB-2 (B).

I move the amendment to that debate
schedule.

THE PRESIDENT: The motion is sec-

(The motion was duly seconded.)

THE PRESIDENT: All those in favor
signify by saying Aye; contrary, No. The
Noes have it. It is so ordered.

I move the Convention resolve itself into
the Committee of the Whole for the pur-
pose of resuming consideration of the
