DELEGATE MAURER: Some of them
are related but the vote can be taken sepa-
rately. I can describe them.

THE CHAIRMAN: How many are
there? Can you give me the letters?

DELEGATE MAURER: Yes. Z, AB,
AC, AD, AE and I can hold Y until we
get to the other sections.

THE CHAIRMAN: In which order?

DELEGATE MAURER: The order in
which I have read them, sir. Z would be
the first one.

THE CHAIRMAN: The second one?

DELEGATE MAURER: The second one
would be AB.

THE CHAIRMAN: The third?
DELEGATE MAURER: AC.
THE CHAIRMAN: And the fourth.

to Committee Recommendation EB-1 by
Delegate Maurer: On pages 6 and 7 Sec-
tion . Initial Organization strike out
all of the Temporary Provision starting on
page 6 line 47 and extending through page
7 line 14.

THE CHAIRMAN: The Clerk will read
each of the other amendments, 17, 18, 19
and 20.

READING CLERK: Amendment No. 17
to Committee Recommendation EB-1 by

Delegate Maurer: On page 7 Section 4.20
Heads of Principal Departments of the Ex-
ecutive Branch in line 50 strike out the
word "The" and insert in lieu thereof the
following: "Except for the state public
school system and institutions of higher
education, the"; and on page 8, in lines
3 and 4, strike out the words "unless other-
wise provided by law".

READING CLERK: Amendment No. 18
to Committee Recommendation EB-1 by
Delegate Maurer: On page 8, Section 4.20
Heads of Principal Departments of the Ex-
ecutive Branch in lines 1 and 2, strike out
the words "the chief legal officer and".

to Committee Recommendation EB-1 by
Delegate Maurer: On pages 8 and 9, Sec-
tion 4.22 Terms of Office strike out the last
sentence in the section which begins on
page 8, line 44 and extends through page
9, line 3.

THE CHAIRMAN: The Chair recog-
nizes Delegate Maurer to speak to Amend-
ment No. 16.

DELEGATE MAURER: Thank you and
I thank Delegate Boyce for graciously with-
drawing his amendment temporarily so
that I can present these to you and also
for the fact that he has answered many of
the questions that may have been directed
to me.

The effect of Amendment No. 16 is to
provide coextensive powers for the legis-
lature and the government to initiate re-
organization plans from the time of the
adoption of this constitution.

I should explain to you that this is a
change of view on my part. In the Com-
mittee I accepted the views of those who
felt the legislature ought to have the first
opportunity for two years to establish the
20 principal departments which are spoken
of in the previous part of 4 AT. However,
in this chamber, when we were discussing
the rulemaking power of the Court of Ap-
peals, we approved concurrent powers for
the Court and the legislature. In fact, there
