1448 CONSTITUTIONAL CONVENTION OF MARYLAND [Nov. 30]

DELEGATE PENNIMAN: I have no
comment to enlighten. I can state my
prejudices would be for the traditional
method of using it, C-o-m-p-t.

THE CHAIRMAN: Delegate Morgan.

DELEGATE MORGAN: That would be
my inclination, too, to use the spelling as
existing since the Constitution of 1867, and
not change the spelling at this particular
time.

THE CHAIRMAN: Delegate Dukes.

DELEGATE DUKES: I want to speak
in opposition to the amendment, Mr. Presi-
dent.

I would like to say to Delegate Stern
and Delegate Finch the only thing that im-
presses me more than the Women Leaguers
is the Washington Post editorial on CPA's.
I am certainly happy we have two of them
in the delegation. Nonetheless, it seems to
me that the word, Controller, applies to
someone who controls something. I do not
know about the WEBSTER'S DICTIONARY. As
to the word, "Comptroller", nobody knows
what that means and the present status of
Louie's job, I think, is very appropriate.
Therefore, I would urge that we retain the
archaic "Comptroller".

THE CHAIRMAN: Delegate Della.

DELEGATE DELLA: Mr. Chairman, I
would like to argue against the amendment.

Somehow or other, we have forgotten all
about the public. With all the forms that
have been printed, and all the nameplates
that have been painted on buildings and
doors, which would have to be painted over
again with a new printing, I am sure it
would cost in the neighborhood of about
$25, 000. I can understand wanting a mod-
ern constitution, but I am sure the people I
represent are very much interested in
$25, 000 or more that would be thrown down
the drain if this amendment is adopted.

THE CHAIRMAN: Delegate Case.
DELEGATE CASE: No questions.
THE CHAIRMAN: Delegate Bamberger.

DELEGATE BAMBERGER: Would
Delegate Stern yield to a question?

THE CHAIRMAN: Delegate Stern.
DELEGATE STERN: Yes.
THE CHAIRMAN: Delegate Bamberger.

DELEGATE BAMBERGER: Would you
accept an amendment, to provide the word,

troller) ?

THE CHAIRMAN: Delegate Stern.
DELEGATE STERN: I would not.

THE CHAIRMAN: Are you ready for
the question?

Delegate White.

DELEGATE WHITE: I wonder if Dele-
gate Stern would yield?

THE CHAIRMAN: Delegate Stern.
DELEGATE STERN: Yes.
THE CHAIRMAN: Delegate White.

DELEGATE WHITE: As to the ques-
tion of lowering the voting age to 18, would
you have the same amendment?

DELEGATE STERN: How is "18"
spelled, Delegate White?

THE CHAIRMAN: Are you ready for
the question?

(Call for the question. )

The question arises on the adoption of
Amendment No. 11 to Committee Recom-
mendation EB-1.

A vote Aye is a vote in favor of Amend-
ment No. 11. A vote No is a vote against.
Cast your vote.

Has every delegate voted? Does any dele-
gate desire to change his vote?

(There was no response. )
The Clerk will record the vote.

There being 19 votes in the affirmative
and 84 in the negative, the motion is lost.
The amendment is rejected.

Delegate Chabot, do you still desire to
offer your amendment marked AQ?

DELEGATE CHABOT: Yes, sir.

THE CHAIRMAN: The pages will dis-
tribute Amendment AQ. I am sorry, the
amendment was distributed yesterday. You
have it. This will be Amendment No. 12.
The Clerk will read the Amendment.

READING CLERK: Amendment No. 12
to Committee Recommendation EB-1, by
Delegate Chabot: On page 2 Section 4. 03
Lieutenant Governor in line 6 after the
period, insert the following sentence:

"Authority to sign or veto bills may not
be prescribed or delegated under this sec-
tion. "
